Best farmed from Rabid Shardtooth's found in southern Winterspring. They are the perfect level (59-60) and spawn fast enough to have little to no down time.

This helm dropped off of a Shrieker Scarab in Ruins of AQ for me today.

I tried farming the Rabid Shardtooth like another poster suggested and I really felt like farming the adds in Ruins of AQ was more streamlined. You can pull lots of mobs at once and many have a higher rate of dropping other nice BOEs. With a little caution, you can kill just about everything in the instance without getting boss aggro (the mobs in General Rajaxx's room being a giant exception... don't pull them unless you want to kill the boss and save yourself to the instance).

Another interesting thing is, if you don't kill General Rajaxx, the Qiraji Gladiator that guard the side entrances to his room will keep respawning. These are supposed to have one of the best drop rates for Glorious Breastplate.
