Those random enchants on the list are wrong, I looted one "of the Rockslab", it gives:
+232 Strenght
+380 Stamina
+160 Mastery
+160 Dodge

The dodge doesn't show up on the armory but it does in-game and it gives the rating when equipped.
It's better than Jumbotron Power Belt, which is the only other tanking belt, it has the same stats but more rating and less strenght. So this random enchant belt I would say is the BiS. Yeah :P

Wowhead, battle.net, and other databases are currently WRONG about these new cata random enchants.

These 'elemental' named enchant types have FOUR STATS EACH, in order from highest to lowest:

Stamina
A 'core stat' ( Agi, Int, OR Str )
and a combo of TWO EQUAL RATINGS (or in a couple of cases, one rating and spirit)

So, as a rule of thumb, until it's fixed, you can automatically know that the one rating you see, like say 160 crit, the other rating will also be 160.
