This cloak is one of the 4 reward that you can choose at the end of the Elemental bonds quests line. The quest line where you save Thrall.

Quest line starts with : The Call of The Line Shaman
Quest line ends with The Vow

Not true I'm afraid. All hunters use mastery, but for all specs we want to reforge it to something else. For both Marksman and Survival hunters it is our worst usable stat, and for Beast Masters it is our second worst stat.

The old Valor Point (now Justice Point) cloak Viewless Wings which has the same stats as the world drop Dory's Finery was the BiS, non-heroic cloak for all hunters.

Without reforging, The old cloaks are still significantly better than Mantle of Doubt. With reforging the Mantle of Doubt just edges them out for Marksmen and Beast Masters but only if you are under or very close to the hit cap. The items are so close that a few points of wasted hit rating (from being you are over the hit cap) will tip the balance in favour of the older cloaks.

Survivalists will definitely want to stick with the older cloaks if they already have one. With the amount of effort and gold it will take to reforge your gear to hit the hit cap exactly and to enchant your new cloak, I can hardly see this being a worthwhile upgrade for Beast Masters or Marksmen who already have one of the older cloaks either.

However, given that Mantle of Doubt is effectively free if you have any intention of doing the quest chain, its definitely not worth spending gold to buy Dory's Finery, and probably not the Justice Points to buy Viewless Wings either, if you don't already own one.

A pretty easy to get and awesome cloak for Assassination rogues. If you have a lot hit already you can allways reforge it to crit or haste.

From a combat rogue's perspective, this cloak has much needed hit. Reforge the mastery into something else, though.
