If you're not on a PvP server, I like Hillsbrad. You're lower level than the mobs, but you can get them one at a time.
If you're on a PvP server, stay away from there and do the southern barrens if you're horde.

Horde: Hillsbrad (even on PvP server if you don't mind dying occasionally), Barrens, then go to Thousand Needles at 25 or so.
Alliance: Wetlands, Duskwood, and Redridge.

If you're Alliance, stay clear of the human zones. They're ridiculously hard to solo unless you outlevel them, I'm under the impression they've been designed for group play. Draenei zones are the best for level 1-20. After level 20 I go to Wetlands and Ashenvale, Duskwood after lvl 25.

My 2 cents: avoid the Barrens like the plague. It's too big and spread out, takes a long time to get anywhere, plus Crossroads is constantly under attack by bored 70's and 80's.
Not to mention the chat is just horribad.

This is what I do usualy when I start a new toon (alliance only):
1- Do all quests in the starting area, force yourself to get near lvl11 or 12 or something
2- You do easy quests around that lvl between darkshore & westfall (it's now easy to get there)
3- Do some deadmines runs while taking the instance quests from Stormwind (around lvl 15+ quests) do them
4- Finish quests in darkshore & westfall ull be around lvl 24-25
5- Now go to redridge and do the quests there
6- Finish from redridge and move to duskwood ull be around 27 and every quest will be so easy for you to make, coz ur lvl will be slightly higher than the area u r in :)
