To hit cap offensive spells vs. Raid bosses, you need a total of 17% extra spell hit from gear, talents, and other sources (Heroic 5-man bosses need +6%)
That is the same for all casters (healers don't care about spell hit).
This gets modified by talents (like Shadow Focus in the shadow tree), but not every tree has hit talents.
It gets modified by Debuffs (Shadow priests give the Misery debuff, and Balance Druids have Improved Faerie Fire, but they don't stack together. It's just one or the other. they give +3% to hit).
Hit Rating gives hit %, and will probably be the largest source of hit % on a character.
Also, running around with Draenei gives you 1% more hit.
So, if you're in a 5-man heroic instance as a Shadow Priest, and you have 3/3 Shadow Focus and 3/3 Misery, after your first shadow spell lands, you're hit capped (since misery requires your target to get hit first).
If you're in a raid, and you have someone providing Misery or Imp FF, you have shadow focus, and you have a Draenei in the raid, that puts you at 7%, and need to get the other 10% from hit rating on gear.
