Hit rate can be explained like this.
I'm pretty sure that you have a normal 86-ish% chance to hit a ? boss. If you miss 14% of the time, you can practically just take 14% off of your damage. You can also take 14% off of your mana, because if you miss that cast you have wasted mana. You can also take 14% off of your crit chance because you can't crit on a miss.
Cap your hit first, then focus on crit or haste.
You need 17% to hit cap. on a Level 83 Boss. So 83% Chance to hit completely unbuffed with no hit / talents. 89% With Arcane / Frost Talents. 92% if you are lucky enough to get a Shadow Priest or Boomkin Druid in the raid for their respective hit buffs.
You really shouldn't even be thinking about doing Naxx10 if you have that low hit. Its like a tank trying to do it without being Def. Capped. It might happen, but you wouldn't be providing much for the raid. Try doing a bunch of heroics before you step up to raids.

while the achievement thing is silly - having a low hit rating indicates one of the following
(1) new player - probably don't want to pug a person for their 1st raid
(2) bad player - this person has no idea how to gear their class, I'm not taking them
(3) alt gearing up - worried they might not know the new class
-- all of which hurt your chances.
this is modestly off topic, but the things you mentioned are the real issues I have with the new concept of giving tokens of conquest for heroics. You'll have idiots running their alts and grinding heroics with no clue how to play their class in full t8.5. .Any idiot can get to 80 without any serious amount of strain or effort or learning the ins and outs of their class.
personally, i like researching a class i'm playing before i consider making him a raider (Even while i'm levelling him).

Unfortunately, most WoW players are idiots. Since Blizz needs to cater to the masses (i.e. their largest player base)....well, you get the idea. I bet we'd all be surprised at how small a percentage of the playbase actually researches their class and how to play it properly.
you're probably right... i mean. i don't expect people to research their class or anything.. but ffs. . you have 80 levels to l2p. i just don't understand how some people can fail so hard in that long grind unless they levelled in a different time (i.e. a 70 they haven't touched since wrath came out)... that's modestly excusable but surely some of the mechanics would be similar enough that it isn't that hard to pick back up.. i just get flabbergasted sometimes.

Actually, questing is so easy that you don't need to utilize optimal rotations or anything. Heck, a mage could probably level just fine by wanding down and meleeing most of the mob's health (espsecially if they have Ice Barrier).
The thing is that leveling from 1-80 does not require any real understanding of your character. This is unfortunate, but reality. By making the grind from 1-80 easier and easier, it essentially requires less and less skill. That also probably explains why there are so many really really bad DKs running around.
also a lot of truth in what you're saying. questing may not take any sort of successful rotation but doing dungeons does.. and the main problem there is that no one wants to run any dungeons pre-bc (and even groups in outlands are sketchy unless they're all DKs anymore)
i guess people who take the time to learn about a class are of a dying breed.. sad really cause that means the great majority of people are stuck to one character that they learned so much about while levelling them in vanilla and BC.

I 100% agree. On every alt I've leveled, I make it a point to run a majority of the dungeons while leveling. I know it makes leveling take longer, but I just love to run them. If Blizz would up the XP for killing bosses in instances (or something like that), then maybe people would run them more often. Possibly 10x the experience if all party members are within the level range. Or something.
I still remember the first time I ran Maradon. Man, that is one beautiful dungeon.

i used to hate maraudon cause it always confused me so bad.. if we died i could never figure out how to get bck in. rofl. but yes it is a great dungeon. (and not so confusing since i've been there a couple more times. hah)
i agree that blizz should make some more incentive to do old dungeons again. just cause it sucks having to rely on quest gear for upgrades (and some of them are ridiculously few and far between). i've always been one to mix dungeons and questing and that just doesn't happen much anymore until you hit northrend.. it really sucks.

doesnt blizz cater to the masses enoiugh with easy honor/free epics from crap like wintersgrasp. naxx was stupidly easy - leave it at that, the scrubs have naxx/os/voa to run, why not leave some higher end tier for people with skill and organization. in the past it was hard to get into the high end tier gear, so the scrubs pvp'd and got easy pvp epics, and hell throw some badge gear at them, but its messed up that we are gonna have people in 2 peice tier 9 that have not set foot inside a raid (taken from the patch nnote that says the heroic and normal dungeon daily's re going to reward the tier 9 badge)

couldn't have
scrubs in anything above gruuls/mags/ZA.. SSC/TK/BT was where it started getting real, and i liked it that way. if you were happy running kara every week and getting badge gear, awesome..if you wanted anything higher, you had to effing work for it. you couldn't heroic grind your way into sunwell..

perhaps saying "work for it" isn't the best way of wording it, cause doing enough heroics to get all those badges does take work..
maybe a better way of wording it was that you had to earn your way up into that content. like i was saying.. before the 3.0 content nerf you couldn't pug into sunwell with gear that you could just buy from badges. that would get you about as far as ZA if you had
full
badge gear. now they're making it so you can badge gear yourself into end game content. hopefully there'll be a few more raids between the new one and icecrown so it'll equalize some in the end.
