no, of course not.
macros fire each line in turn but it does all happen at the same time.
you will get the error message "that ability is not ready yet" but it won't delay anything.
if you don't like the error message and want to jazz your macro up a bit you can use:
#showtooltip immolate
/run SetCVar("Sound_EnableSFX", "0")
/use 13
/use 14
/cast demonic empowerment
/run SetCVar("Sound_EnableSFX", "1")
/script UIErrorsFrame:Clear()
/cast immolate

edit, just to add. the way macros work is they effectively do everything at once in the order specified. so the above macro fires trinkets before casting so the cast will get the benefit from the trinkets but it will all effectively happen at the same time.
anything that triggers the GCD or has a cast time will end your macro. if demonic empowerment triggered the GCD then immolate would NEVER get fired by this macro. this change was made relatively recently to prevent click-through logic.
to elaborate, before they changed macros to work like this we could have made a macro:
/cast conflag
/cast CB
/cast incinerate
and a destro lock would just have to cast immolate and spam that button. it would fire conflag and CB is they came off cooldown and spam incinerate the rest of the time. now, even though conflag is on cooldown, because it would trigger the GCD your macro ends there.
clearly it would have been a bit silly so it's a good change.

QFT. pre WotLK, a hunter with thoridal had the highest dps ceiling in the game, and that dps was attainable by spam clicking one macro only, with one modifier. I.e., spam you macro, hit your modifier when needed. It was more than ridiculous. I knew a pally tank who had a macro set up and bound to her scroll wheel, and her "tanking" consisted of click or tab targeting, whils scrolling her wheel. Again, ridiculous.
