It would help it, but it still wouldn't make Demo as good as the other 2 trees based on the fact that Demo relies on a 2 min CD that only last 30 seconds.

meta locks aren't unique here.
Druids in tree form can also be banished, scare beast works on kitty (last I saw it still did anyway), etc.
The problem with meta in pvp isn't that its not good enough, its that meta is TOO good. During meta, a lock is the highest dps class/spec in the game, which means that outside meta, it has to be lower for balance. Because meta is (in theory at least) so powerful, by default a lock out of meta has to be underpowered.
I don't mind meta as it stands at the moment, but in order to achieve what the OP wants (demo a viable arena build), and retain balance, meta needs a nerf.
What Blizz needs to do is nerf meta, and buff other areas of the tree. For example, take away the crit requirement of DP, and make it a hit requirement (allowing 100% uptime), which would be a buff, but not an unreasonable one. Make Molten core affect shadow spells as well, or even better, change it to talent similar to nightfall creating instant casts. With those two changes (or similar ones) and a nerf to the duration of meta, you could buff the tree enough to remain (hopefully) viable throughout the match, while still retaining a Meta as a "kill command" type cooldown.

But making summons strong enough that they can nearly be equivalent to another player causes the arenas to break. If 1 demon = another person, then effectively 1 lock could = 2 people. In 2v2, a team of 2 locks could essentially equal 4 people if demons were buffed up.

IMHO restoring meta to its release version is enough to warrant a buff to the tree, certainly. It would be enough to warrant a HUGE buff to the tree, as it would leave demo's dps looking very, very poor.
I see the biggest con to meta as being precisely what you laid out in your third paragraph, the fact that its too easy to bypass. When a warrior bladestorms, you can't fear/kite/CC him. when a hunter rages, you can't fear/kite/CC him. When a lock metabombs.... just banish him.
Theres really not much I can thnk of to adda bove what you have already said. Its a one trick pony spec, and while I personally like it, I gotta admit, that pony's legs are broken FAR too easily.

The ONLY way to "stop" a warrior from dicing you into tiny little peices during Bladestorm is to Teleport away, preferably around a pillar. NO method of snaring, stunning or otherwise incapacitating him will do.
As for Meta, it is underpowered like CRAZY in PvP. During the 30 Seconds it is up, you would do less damage spamming shadowbolt than a Destro Lock could do with his burst rotation (Immo+Conflag+CB+Shadowburn=20k). Shadowbolt is the LONGEST casting warlock nuke (minus Soul Fire) making it the easiest to LoS/Interrupt. Demo lacks a decent snare (Destro has Shadowfury and Aftermath, Affliction has CoE) apart from Glyphing into Shadowflame and warlocks are too easily kited for Immo Aura to be that useful.
Right now Meta is like a Paladin's bubble; its an "O SHI" that last a while... But once its gone you might as well not even be in play.
The biggest problem with demo is simply the lack of utilities. Destro and Affliction both gain GREAT new abilities as they near the bottom of their trees, abilities that make them do ALOT more damage and give them alot more versatility in PvP. Demo gains a new pet, sure, but that doesn't make up for all the damage increasing abilities in the other trees.
