WoW Cache, WTF folders

Hi,
I have recently bought a new laptop. I had to transfer my WoW from my old computer to my new one whith a hard drive because I have lost my CDs and now whenever I delete my WTF and Cache folder which I used to do before also they don't reapear anymore which they used to do before. I need these 2 folders back because I have to re-delete them because I always download new UIs from
www.wowinterface.com
To install these UIs I need to delete the cache folder and change the name of things inside the WTF folders but since when I deleted them this time they never came back so my wow still has the same settings on my addons as the ones on my old computer. I think that the paths are messed up since I didn't install it with a CD but is there anything I can do to make it so I can change the path of these 2 folders? I have used search and other things but these files don't seem to be anywhere in my computer. Even the repair function doesn't work because usually when I use the repair function my addons normally reset and my key bindings usually reset also but now when I run it nothing changes.

Is this new laptop running Vista by chance? Try right-clicking the WoW icon and selecting "Run As Administrator". If that doesn't work, let me know.
Thank you so much, it worked. It created a WTF and Cache folder and now I can get my addons working!
