instead of PW: S just use VE it should be enough for not dying and it saves some mana...
take Holy fire out of the rotation i guess... in 10 lvls you wont use it anymore so get used to only Shadow Spell using
the basics are doing Mind Blast when its not on CD the rest of the time keeping the DoTs up and doing Mind Flay... use at least one of the following talents: Shadow Focus and/or Focusend Mind...
those two rly make the difference while lvling they cut a lot of downtime rly...

LoL, I bet he means Mind Flay, it does kinda look like some of those channeled lock spells. Though I don't see a mention of Mind Blast in there, either.
SW:Pain is a little expensive to be using without 5 stacks of Shadow Weaving up. It's not generally a good spell to lead in with. Devouring Plague is also somewhat expensive but situationally it can be very useful.
What level are you, shizzle? It helps to know what spells and talents are already available to you.

use DP to maximize your DPS.
Without it I do 3000 DPS on an elite dummy, with it, I do 3500 DPS.

I have recently started playing a Priest and have him up to level 36. My rotation is as follows:
Mind Blast>Devouring Plague>Shadow Word: Pain>Mind Flay>Mind Blast>Wand if needed.
Usually only 2 or 3 Wand blasts kill the thing I am fighting...

It's been a long time since I leveled my priest and everything has changed. Thus, I'm not going to give an actual rotation.
However, the goal is to minimize downtime, while it's not as effective as it used to be (for both regen and damage), wanding away to finish off an enemy offers you the most regen via Spirit Tap. More regen = less downtime = faster leveling.
That doesn't mean you should only use a wand or even use a wand to the point where you have no downtime. Less downtime is a good thing, but not when you start to greatly suffer how long it takes to kill the mob. Finding a balance is key and it really depends on not only your level, but your specific gear.
I also agree that you probably shouldn't be using PW:S until lvl 40 when you get shadowform. Up until now, b/w VE and renew, you can heal yourself np. With shadowform up, casting a healing spell can get expensive.
