Speccs schmecks, you where healing, healing drops that you want is yours. Even if you where enhancement specced without dual specce and healed the instance the healing gears should go to you.

.
... What? Intellect is by far the best stat for Holy Paladin.
On topic though, imo what he did was wrong. I agree with most people here that the role you are filling at that moment is your mainspecc, and as such you should have prio on them. And those are mail too, so double fault by the paladin.

i personally believe it should be main spec first, then off spec (as others mentioned).
the whole "but i do both specs the same amount of time! they should both be my main spec!" crap should then be answered by "fine, then your main spec is what you are doing at this time."
so since the pally wasn't healing, he could have greeded for off spec. but he should not have needed. lame.
Its not Ulduar, its a 5 man heroic that you can run again tomorrow.
altho i am a raider myself, this is an unfair comment. not everyone raids. omg, its true! so what if they can run it tomorrow? doesn't mean it will drop again tomorrow. not to mention it sounds like a pug. chances are they might not even find a group for it tomorrow.
personally, i would have said "good, put em on, noob, cuz now you need a healer" /leave.

Three Option Solution
Verify loot rules. On AD a lot of PUG 10s state roll 200 for main, 100 for off. While this is impossible to do for 5s (due to possibility of ninja if someone says "everyone pass") they've become more of a "take you at your word that you'll use it in one spec of another" OR "roll for active spec ONLY" (more rare option)
Don't PUG.
Start your own group. Have Firefox loaded in the background with four tabs open to the Armory. While flying/getting summoned to your group look up your group mates and verify their specs. Refer back to option 1 with two methods of rolling.

It's not like you have to wait an entire week for another chance at that drop.
But you may run that heroic for another 2 weeks and never see those pants drop at all.
That's assuming that you have the time off to run the heroic every day; there are a number of folks who have a limited amount of play time.
Regardless of the quality of the gear, the same sorts of common sense and courtesy should apply: Main spec before off spec before greed.
We also informally enforce a "largest upgrade" rule in our guild on raid. For instance, we had a pair of mail spell power leggings drop recently in Naxx; we had a Druid, a Paladin, and a Shaman healing. The Druid obviously couldn't use it, and the Shaman was already in epics (more of a sidegrade than an upgrade), but the Paladin was wearing dungeon gear. The Shaman started to roll, and the raid leader pointed out that it would be a major upgrade for the Paladin - so the Shaman withdrew because he agreed when he checked gear.
Again, courtesy shouldn't be bound by the quality of the gear; if it's an upgrade, it's an upgrade, and it should (in my opinion) go to the person who can .immediately use it.
