I'm not sure how it would work with a libram, but most things that "have a chance" to proc have a hidden, internal 45 second cooldown -- meaning it can't happen more than once every 45 seconds.
If this is the case, I'd say you'd still only be judging once a minute to keep your haste buff, and more than likely you'll get the libram bonus every time you Judge as well.

Both the ret and prot librams have amasingly high proc chances.
Why shouldn't this one do?
I still agree with the point that keeping the badge libram for cheaper HL's is going to be a better choice (at first glance).

Did you have the 50/50 proc chance when using that macro of yours?
Cause you're never going to have a chance of proccing the Libram with that macro. Just because of what you mentioned, server lag.
Basically you'll send a request to have the item changed, cast the Judgement and then have it confirmed that your item will be changed. In other words, no libram procs for you!

Using 3 (switch to T9 libram, cast judge, switch back) GCDs for a 234 SP increase every 20 sec seems like overkill.
It's going to be situational at best in my eyes.
