and because our skill will do on CD regardless of whether it hits, this means for lesser geared Paladin a single miss does not impede your next option in anyway(for DKs, a missed attack will have its runes refunded, so it delays the rotation slightly)
oh i sorta understand... does that mean pallys dont need hit rating? what would a ret rotation be? somethin like hoj..crusader..judgement..divine storm?..lol sry im only lvl 34 with him right now, im not 100% sure on to lvl my dk or pally to 80
Of course Paladins still need hit rating... :P A miss is still a miss, and is all the more noticeable when your cooldowns are so long. What LazyD was saying is that, mathematically, to have the same pattern to repeat, would take over a minute -- which is completely and utterly stupid. Hence, we basically will just hit whatever ability comes off cooldown first, and if two come up at the same time, we use whatever ability will do more damage -- thus, maximizing our DPS as much as possible with such a STUPID setup (thanks Blizz). That's what a FCFS rotation means.
Also, a single missed Judgement means a HUGE loss in mana -- with Judgements of the Wise, we get 25% of our base mana back whenever we Judge a target, and -- especially in the PTR -- we need every bit of it. Missing a Judgement is a huge setback in our mana pool.

0 - CS
1.5 - Judge
3 - DS
4.5 - CS
yes but this is only for begginning of fight right? then judge has 8 sec cd divine storm 10,cs has 4 seconds, so maybe then it will be better consecration have 8or10 sec cd, i dont know how it will mess your rotation

No.... a GCD is 1.5 seconds.
1.5+1.5 = 3
1.5+1.5+1.5=4.5 (thus you cant cast anything at 4 seconds whick makes the effective CD 4.5 sec unless you're nerfing your DPS by neglecting other spells)
1.5+1.5+1.5+1.5= 6 which is perfect for the current CS which has just that, a 6 sec CD.

Since the cd is actually 4.5 seconds instead of 4, that changes to (using 36 seconds as the common denominator)
75 x 8 times in 36 seconds = 600
110 x 6 times in 36 seconds = 660
So, yes, it's a nerf. The other alternative being only doing 1 ability between CS's but that also lowers dps by wasting a second instead of .5 second.

The
CS is not a huge nerf as in PVE over longer fights you will probally see more output dmg
(boss fight generally take 3-7 minutes so a 30-45 second clip will show lower than will be after a longer period of time) but less burst. While this is hurt PVP the real killer is
Seal of Blood/Maytr in PVE(and sometimes PVE)
. SoC I know is mostly used in PVP
but the dmg dealt by is highly increased even if there is backlash with blood/maytr.
I highlighted the parts that made absolutely no sense.
Over a very short period of time, our damage shows as very, very high -- stunlocking a target, and blowing all of our abilities, is a LARGE amount of damage. However, we then wait the cooldowns out, then attack again, then cooldowns again, etc. Over a longer period of time, Paladin damage evens out a bit. But in the first 5 seconds or so? We do a lot.
"Seal of Blood/Maytr in PVE(and sometimes PVE)" I assume this is a typo, but even so -- Ret uses SoB/M in both PvP and PvE. SoC is pretty much useless in 3.1.
