How does rune strike macro work?

Hello, I've got a 2-parter
I'm new to tanking & been trying to learn about keeping aggro.
One thing I've read is to make Rune Strike on a macro. An example I've seen is like this:
/cast Rune Strike
/cast Blood Strike
From what I understand that will cast Rune Strike if it's up, otherwise it will cast Blood Strike.
Q1. Is that right? I remember trying something like this on a rogue a long time ago & kept getting msgs like "not available yet" & it didn't seem to work. I guess I just don't get how it works.
Q2. Should I be putting Rune Strike macro for everything I cast (like Frost Strike/Plague Strike) too?
I've scanned through a few UI/Macro posts but didn't find more specific explanations/answers. Any info/help is appreciated.

#showtooltip Plague Strike
/script UIErrorsFrame:Hide()
/cast Plague Strike
/cast !Rune Strike
/script UIErrorsFrame:Clear(); UIErrorsFrame:Show()
Replace Plague Strike with whatever else you want to macro
/script lines hide the errors when Rune Strike is not available
