Pick your favourite race. Honestly, unless you're really going for the pure min/maxing style, picking a race you like is the most important part. Also, yeah, the stickies.

Don't be cheap, stay away from daggers... Combat Sword spec....
Since you're not going to change your mind about the race (i suggest Troll) that's everything i have to say

ok look, stay on topic, this is not about race, its just tips on making a horde rogue, and by the way i chose blood elf as my race
Have you not read the posts just about everyone mentioned to go read the stickies which is staying on topic. If you don't wanna read those read one of the other hundreds of posts about this same topic.

Aim for

(Glyph of Sinister Strike and Evasion/Evis) by Lv30, it is a Combat leveling build that's a little different from what most use. Deflection offers a good bit of avoidance and Riposte is a powerful however cheap attack on a short cooldown. Typical rotation is Garrote, SnD, SS to 4-5cp and Evis. I've seen some Cheap Shot -> SnD -> SS after 26 which typically reduces damage done, but lacking Garrote as an opener means they'll die more slowly. Turns into

by your high 60s.
For leveling, you want to choose the weapons you have, though aiming for Swords or Maces is a better choice than Close Quarters Combat (fist/dagger) because Fist Weapons are few and far inbetween, and Daggers aren't slow enough to make the best use of Sinister Strike. You can also choose to take Remorseless Attacks from the Assassination tree or Relentless Strikes from Subtlety which accounts for a good deal of energy regen.
Subtlety (

) gets viable at 30 with Hemo (slow weapon again) and isn't too different from Combat. Garrote, SnD, Hemo to 5cp, Evis. Ghostly Strike is good damage and a great tool (imo). Turns into

by 50 by then, Assassination and Combat are far better for many reasons.
Assassination (

) gets viable at 50 with Mutilate, though I'd say wait until 60ish when you get all the talents that make it truly great (
http://www.wowhead.com/?talent#fGxcoeMoiboGzZ0xZxb
). You can use Garrote as an opener, though I honestly see a lot of rogues just opening with Mutilate. With talents like Remorseless Attacks (something like 60% crit before stats on your opening Mutilate), Fleetfootedness (movement speed increase), and Quick Recovery (faster healing via food/bandages), you've got a lot of good leveling talents.
