If you're still worrying about threat when the boss is below 20%, you're doing something wrong.

If you want it for damage sub it for Judge if anything. Even if it's a 9 sec.

According to the calculators, you'd need somewhere in the vicinity of 1300 strength and 5000AP in order for both HotR and ShoR to be reliably higher than HoW.
If you want it for damage sub it for Judge if anything. Even if it's a 9 sec.
But it'll always be well above Judgement, so at the very least, you can afford to swap it out every
second
rotation. Because you still want to keep the attack speed debuff on :P
It makes more of a difference when you're undergeared, since HoW has that nice hefty base damage. But at higher gear levels, with raid buffs, it doesn't scale as well as HotR and ShoR.

I keep up my rotation, just the same except not holy shield every second rotation. Pretty much what was said.

You drop holy shield? I'm guessing this is farm content? A lot of bosses get harder at the end while doing more damage is nice but it seems that keeping up holy shield would be more important.

On a boss it's smarter to drop holy shield than on trash.
Block will perhaps mitigate 5% of a 20k hit. While it'll mitigate 50% of 10, 2k hits.

Yea, what svirve said, if bosses hit you for over 20k, 2k damage not blocked isn't something I'd worry about.
Then again, it's STILL mitigation and I can't think of a single fight (well, maybe hodir hardmode) where threat is an issue so you'd have to drop off holy shield.
Hammer of wrath is "meh" for a paladin tank, we can't really spare a GCD for it, and the damage isn't that awesome, because seriously, 5-10k damage isn't going to get you that 1% kill. It's better to live a few extra seconds and have DPS nuking the crap out of a boss than you maybe dying earlier and causing a wipe because DPS got gibbed.
I've had fights where it was me a healer and maybe one dps in the end Hammer has saved me from a wipe many times. Giving that extra push to make the boss go down.
And Dropping holy shield isn't that bad considering my trinket is pretty much the same thing and I still have my shieldwall unless I have popped wings.

Am I the only one who pops his wings on a Bosses' initial pull for a threat spike?
I also Glyph my avenger's shield from time to time when I do that
