Lvl 40 is when Balance druids can start to level efficiently, so some people choose to change to boomkin. If you want to stay feral for lvling, just stay feral. Feral kills relatively fast and like you said there isn't a whole lot of downtime usually. Just do what you want and if you get bored with it, try switching it up.
