Since no one really specifically answered your question:
1 Agi adds 1 attack power (meaning Heart of the Wild will make it 1.1 in Cat Form)
1 Str adds 2 attack power (meaning Heart of the Wild will make it 2.2 in Cat Form)
Agility also adds Crit -- Its adds more Crit% per point at lower levels (0.12% per Agi at level 1, 0.012% per Agi at level 80). Its because of this that Agility is usually considered the better choice at 80, but in reality, while leveling, both stats are quite good. In some situations Strength is better, and in others Agi is. Once you get Primal gore, Agility jumps up in value since without it Agility has half the impact on Rip as Str. Since you don't get Primal Gore till level 60ish, prior to this, I think its safe to consider Str and Agility about equal in terms of DPS increase.
Long story short: Agi is the better stat in general, but Str isn't far behind (sometimes its better), and definitely isn't 'bad' -- While leveling, consider them equal.
EDIT: It is true that Agi also adds Armor and Dodge, but my post was considering the effect on Damage output only. Keep in mind that in Bear Form, agility does NOT add attack power. If you're going to be Tanking while leveling, Agility is far better than Strength for damage mitigation.
