Yes, even if you only have classic you still have to patch. Patching upgrades the version of the game (WoW 3.1.2). Even without Xpacs you can still see things on the map (OL/NR), talk to and see dks, Horde paladins, Alliance shamans, Dranei, Belfs, etc. This is because WoW is a server based game so you must continue updating your version as the servers update.

It gives you the initial data that is vital to accessing features of the game or server, and of course the money, oh and it's faster than dling it off the WoW site.

If you already have it installed (and patched) on the other computer you can just copy your WoW folder and transplant it to the new computer. Voila, all the patching done, and your addons copied. :P
In doing this, you might need to delete the WTF folder if any of the settings prove incompatible enough to break things. Doesn't seem to happen too often though.
