You need King of the jungle. Get rid of master shapeshifter, natural shapeshifter, and imp motw.
Put 2 points in predatory instincts, 2 in PotP, and 3 in KoTJ.
Feral pvp builds are rough because there are a lot of good places to put points, so you have to pick and choose carefully. 60 energy from tiger's fury is HUGE though, so at the very very least make sure you get that. I'd probably go with something like this:

A lot also depends though, on what you plan on doing. Flag running? General BGs? Arenas?

I personally skipped Brutal Impact. I don't use bash a lot ( playing arenas with a frost mage ) and when I do, it's usually to land a quick root/cyclone. I just filled PotP and PI.

Yea, that's a good choice considering you roll with frost mage. I run with a resto shaman so I need all the CC I can get, and that extra spell interrupt/stun can sure help sometimes. :)
I like the extra time on pounce and bash though, so that's just my preference.

I'd rather have the 2 points in naturalist, but that's because when I'm in the arena, or heck even BGs, odds are my buffs are gonna get dispelled so while the extra resistances are nice, I won't be counting on them to last.
After the dispel, it really boils down to 2% all stats, or 4% straight physical damage. I'd rather have the 4% physical dmg.
Especially for you, since you said tons of world pvp, which I might interpret as ganking. :P 4% on that ravage = big numbers.
That said, again there's so much that's up to personal preference. I'm sure someone could come down with the math as to exactly which one is better and why, but intuitively for me, the 4% physical seems more beneficial.

Look at my feral in my sig. I've tried a few different pvp specs, and this one is the most sturdy with a rather stupid amount of burst.

arcanum. can you please explain why you have spell
pen socketed in your gear? I know there must be a perfectly
logical reason, given your ridiculous rating, but I can not think of anything
other then greater chance to hit with cyclones... :S

No but seriously, that's a great idea and It's a great use for spell pen. Probably doesnt' matter TOO Much until you get to the upper brackets I would guess though right?

Depends. Can you deal with resisted cyclones at lower bracket ?

To be completely honest, I really haven't noticed a whole lot of roots and cyclones being resisted. I'm only at 1550 pr and 1520 team tho so right now I'm still learning to play, as it were.
I would just imagine that at the lower bracket, when it does get resisted the match would be a bit more forgiving to things like that, since we're fighting other people at the same range, it won't be a game breaker.
Whereas in the upper brackets something like that would seem to definitely be game breaking.
Off the top of my head though, unless someone gear's specifically for it the most resistance I'd be likely to see (in 2s) would probably be like... 135 or so right?
When I get gear like his, then I think I'll be able to sacrifice a bit of the dmg for the spell pen, for now I'll stick to my agi/stam and agi/crit gems. hehe

It isn't worth it till you're wearing 2350 weap and sporting 2-3 furious with remaining deadly. Until then, you want the agility gems.
Edit- On a side note, that spec offers much less survivability against burst teams. It's probably OK with a disc priest partner, but I use my spec because of my partner being a paladin and being really easily CC'd.
I'm playing in the 2k bracket, and cyclones definitely make or break some games, but I rarely get resists, and it's usually against druids and a miss once in a while against rogue or ret paladin.
