Well the guild leader wants to do a guild lottery, he should have an idea on what to do.

Our weekly guild lottery runs like this.
All who want to participate mail their gold and number of choice to the lotto leader
Each player puts their chosen number in their toon notes in-game
The lotto leader must also keep notes on who paid in to the lotto and what number each has chosen (excel would work best for this)
On Saturday, the lotto leader invites at least one other person into the group then does a /roll
The party member then announces the winning number into guild chat
We've had no winner yet and the gold is almost to 1000. Don't bother with 1-1000 unless you have more then 100 eligible guild members vying for the prize.

we have a monthly one that goes like this:
we have one dedicated alt char to play "bank" for that (you wouldnt need this part)
people send an IG mail with their number (1-100) and their bid (10g or whatever)
on a very populated night, the GM will /roll and the person closest to that number wins.
if two people have the same number or are both as close, they can chose to reroll or split the stuff (you would prob reroll ;))
seems to work fine..

getting the closest number seems unfair in a lottery- Everyone would want the middle, and if you have 50, someone else has 51 and 49, your odds drastically drop.
edit: Maybe re-rolling till it got a number someone had would work?
