So you're saying when we are at 0 energy, we should shift to Bear, Mangle, then shift back. Furor will allow our Energy to continue to regen while we're shifting, and we save the Energy cost of the Mangle.
Interesting, off the cuff, I'd say its not a good idea, but I'll take a crack at some actual analysis:
Cat Form regenerates 10 Energy/Sec, assuming we're at exactly 42 Energy:
Cast Shred -- 0 Energy
1 second global cooldown -- 10 Energy
Shift to Bear Form -- Gain 10 Rage, Lose some% mana
1.5 second global cooldown -- 25 Energy
Cast Mangle(Bear) -- 0 Rage
1.5 second global cooldown -- 40 Energy
Cast Cat Form -- Keep all 40 Energy due to Furor, lose more mana%
1.5 second global cooldown -- 55 Energy
Ready to roll, back in Cat Form with 9 seconds left on your Mangle debuff.
You spent 5.5 seconds outside of Cat Form, meaning you lost at least 5 Auto-Attacks.
So all in all, it seems feasible, but its not sustainable, you'd eventually run out of mana, in addition, Bear Mangle deals less damage than Cat Mangle. An interesting idea, but I don't think it would be helpful or useful.
Edit: Also, most Feral builds are 3/5 Furor and 2/2 Improved Mark (for +2% stats) -- If you're not 5/5 Furor, this plan will be very detrimental to your DPS, you'd likely be in Bear Form for a long time before you got 15 Rage, meaning you'd have more than 60 Energy, resulting in a LOSS of energy when you shift back.
Edit 2: Any Omen of Clarity procs while in Bear Form will likely result in a lost Shred, meaning more DPS loss. You could assume that you could sit on the proc until you were back in Cat Form, but then you're chancing a double-proc, meaning you missed one.

Wouldn't your savage roar drop too?
No, I just tested to be sure, and you keep the buff. It doesn't do anything in Bear Form, but it stays on.

Blizz fixed all feral buffs to stay on once they are up. SI and SR both stay on when shifting/casting in human.
To OP- This is only a good idea in PvP. Run out of energy and if you are getting swung at, swap to bear and let your energy regen while your bleeds work on them, then go back to cat for some more bursty goodness.
