What is it you are wanting to do? If it's levelling then resto will just make your life hard.
Feral is generally accepted as the easiest/quickest way to level. Quite a few level as balance as well thou.

More crit, more int/spi, and a number of raid buffs that will allow you to spec out of any mana regen talent when raiding.

I'm leveling a druid currently and after some experimentation found balance most to my liking. I'm a firm believer in leveling as what you want to do endgame, so if you plan to be balance/resto then feral wont prepare you well. Just be ready to take a lot of cloth until you get to outlands, very few leather with SP in the old world.
And drinks, buy lots and lots of drinks.
True in some degree, however one can also learn the other speccs at 80...
I for one lvled my druid as feral and the moment i turned 80 i respecced to resto and when dual spec was available i picked balance as 2nd...
I like it much more then feral. But I'm glad I lvled as feral since the dps rotation is more complex, so if I were to pick feral dps in the future I will be more prepared, however out of date since all the patches in the mean time...
but for the topic starter, since you're still low lvl i'd advise you to take feral as lvling spec and maybe switch to balance when you're going to outland or so after you've got a full set of magic gear...
you would be able to heal as balance or resto if you have dual specc at the time

I've never had an 80, so i have no reference, but I'm curious, how does a boomkin manage not to go OoM on those long end game boss fights?
If you are Balance you will have Dreamstate and hopefully you delved far enough into Resto tree to get Intensity. This combined with Innervate and you will seldom see a Druid OoM.
From Moonkin form mana return from crit alone I generate 45k+ in the average Uld fight. Add on top of that Mana return from replenishment which depending on up time is easily another 20k... Plus Innervate for 15k... and since I don't always get to run with replenishment in 10 mans I have Intensity. All in all it's very hard to go OoM endgame. The only time you will have troubles at 80 is if you spec'd wrong or your still running in very pre-heroic gear.
As for leveling... Feral 10-58 is considered the fastest way to level that range. It can be done as Balance but it will take longer. After 58 you start to get very good gear choices coming to you that make balance a worthwhile spec to level with and very shortly you will reach the same speed as feral for leveling, sometimes even faster then feral (yes I can say this I've done both now with similar levels of gearing and balance definitely wins out 50% of the time).

It definatly gets a good hefty boost from the gear you get in those first 10-20 quests. BC gear is a HUGE step above Vanilla.
