The main difference between the two is the sheer number of abilities that the Priest has to use while healing, compared to the Shaman. This makes the Shaman
easier
to use, but probably slightly inferior to the Priest, particularly in the arena.
On the healing side of things, the Shaman has just a few basic spells. He's got a quick casted heal a slower (though still pretty quick) casted heal. Earth Shield and Riptide are both instant healing options. And then there's Chain Heal, which is incredibly useful in PvE, though not used too much in PvP. Meanwhile the Priest has more of everything: a variety of casted heals and instant casts.
On the utility side of things, again the Priest has more tools. Shamans have Purge and an interrupt via Earth/Wind Shock. In addition there are the totems. Tremor Totem is a very useful and unique tool. Grounding Totem is interesting in PvP. The others are mostly straight buffs of some sort. The Priest has a dispel that can be used defensively or offensively, as well as CC which is superior to anything the Shaman can do in Psychic Scream.
Finally, Priests have a bit more staying power (read: mana regen). In the arena Shamans are getting a buff to the Mana Tide and to totems being insta-gibbed by pets, but they will still probably run OOM before a similarly-geared Priest.
So in the end the question is whether you want a higher learning curve with the potential to be basically better in PvP, or a character that's easier to use but probably won't be the best healer possible, in the arena anyway. I don't PvE nearly as much, but there I think the two are more or less equal, though a Disc Priest is more specifically geared to tank healing, while in a raid the Shaman will be raid healing. (Though Shamans make fine tank healers, especially after 3.2).
