Single target threat issues on some bosses.

I'm geared up now past HC's and I've got a good balance of HR and expertise so I shouldn't really be having issues with aggro.
I have all my abilities macroed to use RS when available.
I ran a few HC's with a hunter who was only doing 2K DPS, and on bosses he was generating an insane amount of threat, I tried my best to keep up with it but I couldn't.
I was in UK HC earlier with an UL geared tank (3K DPS) and I was struggling to keep up my threat with him.
Why is this? Anyone else noticed similar problems before?

Hunters don't have passive threat reduction like most other DPS classes. they need to FD to reset themselves to zero. If you stayed well ahead of the other DPS, but the hunter was too close for comfort on Omen, he just needs to FD more or MD more, imo.

Without an armory or proflie link there aint much we can do to help. As Lynri mentioned usually threat issues are spec/rotation issues unless you are severely undergeared. Post up on what rotations you use and link use your gear and spec and we could probably help you out more. Also another issue you could be having with threat could be your weapon.

If you're looking at spec make sure you click the frost tab. I'm dual specced and it might show blood as main spec.
Rotation is for single target - IT>BS>OB>OB> RPDump
Group pulls are fine and I have no issue with them.

Three simple solutions to your problem.
1) A hunter and rogue doing 3k dps in a heroic is doing too much dps for your tank gear level to keep up. You can't they need to slow it down or do aggro wipes, they out gear you easily, or simply need to give you time to get aggro
2) Don't glyph rune strike and Frost Strike choose one and use Glyph of Icy Touch or Glyph of Howling blast for the other.
3)Finally your rotation is wrong unless you are glyphed for IT
Tank rotation for IT Glyph for single target - IT/PS/OB/BS/BS/RP dump/OB/OB/OB/BS/BS weaving in Rune Strike whenever possible
Tank Rotation if HB Glyph single or multiple targets- HB/OB/BS/BS/BS RPdump/OB/OB/OB/BS/BS weaving in Rune Strike whenever possible
These three solutions will help you out greatly in burst damage

People are saying use this rotation/use another rotation etc. Is their really a best rotation to use? I've tried out alot of specs/rotation and IMO the one I'm using has generated threat the best.

Your opinion is wrong. First off you can't get two OB's after an IT. Why? Because OB uses frost and unholy, therefore you have a lot of dead time waiting for that second OB which means you are wasting threat target generation.
Secondly, the rotation I pointed out is the basic frost tanking and dps rotation, you can find it on the tanking threads here and on the tanking threads in Elitist Jerks. Your rotation is gimping your initial threat generation. HB generates more threat and runic power than IT. IT is nice but if you follow it up with BS (a weaker hit than OB) you will get less threat therefore gimping your threat generation. Than you have room for one OB only, now you can sit and wait for the second OB further gimping your rotation, or you can fill up your dead space using the rotation I advised above.
Finally, Asking for help for threat, getting advice and then saying you are wrong without providing proof as to how your tps generation is better is an easy way to get no help from anyone. You are having trouble with threat generation. Especially initial threat generation, you are losing threat to burst dps guys, well as a frost tank I can tell you why that is. You have a bad threat generation rotation, if you do the rotation you posted than you are going Strong TPS/WeakTPS/STrong TPS/wait/wait/wait. Which means strong burst dps will zoom by you while you lose threat.
I gave you the advice that would help your issue. You can choose to follow it or you can continue to complain about it and wonder why nothing is working.
Once again, Change your glyphs to maximise the attacks you are using IT/FS/OBlit or HB/FS/Oblit or IT/RS/Oblit or HB/RS/Oblit, and tweak your rotation to maximise your initial threat generation.

I use blood tap for the extra rune, so I can indeed go 2X OB.
Oh, and I actually got this spec and rotation from elitist jerks.

Something most people fail to realize is that EJ's rotation and spec sheets are for people raiding Ulduar with the appropriate gear for that. Even they will tell you if you post that your trouble is in Naxx that they don't care about Naxx it's all about BiS. However Frost in general has been giving them fits. If you read all the tanking threads and frost dps threads you will notice that Frost has given them the most problems in getting specific sets that work.
For one thing, Hungering Cold is a decent thing to have in Ulduar, but it's a waste in just about every other place, where as Deathchill is better.
Frost Rotations from EJ have been under constant attack for being proven not raid viable on several occasions. Including their Dual disease tanking and dps, in fact, the frost threads are so full of speculation that EJ's has stopped policing the frost threads. I have seen numerous completely speculative frost tank and dps charts with no math or facts to back it up without one word from the EJ guys, typically you will see someone get a strike and their comment deleted.
The problem that is foreseen is that Single disease rotations continue to prove more viable for frost and yet not work for anyother class because of the strength of our major Attack. I don't see how using BT at the start of your rotation helps you. There is another cooldown you have lost out on pushing your dps down and hindering your threat generation.
Lynri's advice is correct as well. I understand that the runic power generation is minor, but it's like using HB in your DPS rotation to get more Runic Power.
