3100 with that gear might bea fraction on the low side, but not by much. Don't take offense, but that gear is not god like, its not even close. You should be able to break 5k on patchwerk-esque fights, but you are a wee way from the top end yet.
Rotation looks ok, (possibly shuold be immo>CoD>conflag>CB>incin spam, but the difference is small). GoLT is not bad, but tapping for the buff IS bad. its a very nice bonus, but not worth the GCD if you don't need the mana.

Training dummies are not destraction friendly. You need the raid buffs to unlock the builts full potential. I did 4800 with affliction spec at dummie and around 4k with destruction but in raids destruction gives me more dps.
Oh and as it was stated your gear is far from"god-like".

My gear is almost identical to yours (slightly less spellpower, slightly less crit, but with 2 PvE trinkets). That said, even though I include Suppression, I have ISL also (most talent specs tell you to get one or the other). Getting ISL and Suppression costs me some crit in the form of no Backlash and incomplete Empowered Imp, but it's a lot better missing some crit out of a pool of 40% or 50% raid buffed than it is missing Conflag because the PUG raid I'm in doesn't have a Shadow Priest or Moonkin with IFF.
I do about the same 3k on dummies, and I don't think there is absolutely any way I can improve that short of getting more gear. In raids, depending on the fight (targets needing killing, amount of movement required, buffs present, etc) and whether everything goes smoothly, I can do as much as 5k. That is not spectacular but it is more than you can expect from most unguilded PUGs like I am, considering my gear level.
I'd say you just need to remind people that that number is on an unbuffed dummy. Parse a fight on an easy individual boss like Patchwerk, Sarth, XT, Ignis, maybe Kolo and use that as a baseline instead. Alternatively, if people are calling you out that 3k dps on a dummy sucks too much to raid Ulduar, ask your top performers to parse on the dummy as well. They won't do much better, because the lack of raid buffs severely hampers performance, especially in certain cases like no +13% spelldamage, no Totem of Wrath, no Sunders, no Kings/Blessing of Might, etc.
Edit: Oh, one thing you
need
to do is get a helm with a meta socket. Go back and get T7 from KT (Heroic or Valorous, doesn't matter), or Gothik's cowl from Naxx25, or even the Hood of Rationality from Maly25. Just get something with a meta socket. The +crit/+critdamage meta gem makes a huge difference, especially in a Destruction spec, to make up for the minimal stat gains from losing the socket.

In all honesty, my experience of differences between the two are negligible. I understand the math says Blacklash and Emp Imp are superior point expenditures to ISL when Suppression is needed, and I probably would see a benefit overall if I switched out, but considering the character is an alt who rarely raids my desire to maximize his potential is met with a resounding 'meh.' That's also why I never bothered trying to argue my unique snowflake spec to anyone; it's partially intended to cover my own personal situation (understanding it may not be the superior spec) and partially because I'm a lazy bastard that really doesn't care one way or another.
My comments regarding ISL versus Backlash and Emp Imp are only to indicate superfluous differences between my experience and the OP's.
