So everyone uses the term "proc". But what does it actually mean? According to WowWiki it is short for
special procedure. It makes sense but so does what is listed in the WoW Brady games guide.
Proc: An item that goes off under certain conditions (on hit, when struck, etc.). These often occur somewhat randomly and are somewhat powerful when they do occur. Short for "P.rogrammed R.andom O.C.currence".
So what does everyone think? I personally think its the second one, sure the first one has WowWiki backing it up, but Programmed Random OCcurrence sounds more logical. Anyways, just a really random and wierd question I had rolling through my head when I woke up this morning.

both "meanings" work for it, the only real discrepancy behind it is the difference in perspective.
spec_proc was from way back when and was used in the programming level jargon, whereas calling it a "Programmed Random Occurrence" (while accurate) is actually a back-ronym rather than the source of meaning.
think of it this way:
spec_proc == what its original incarnation was.
Programmed Random Occurrence == easier way to describe it to newcomers.
