you may find
http://wowwiki.com/API
helpful in the future :P Not trying to dissuade you from asking questions here, but WoW Wiki's API documentation is fairly well done, and you'll probably get answers faster with a little searching there than waiting for one of us to reply :P

You're quite correct, I wasn't trying to tote wowwiki as a place to have everything answered, but rather as a first stop reference. The second entry for the search text "frame anchor" is the entire XML specification and would have answered his question.
Lord knows I've had to ask other people about how to do things with the WoW API. Hell, I've even had to reverse engineer some of it myself from Blizzard's code, but having
any
reference is better than none at all. I specifically said that it was 'fairly well done' and for basic questions that's more than enough.
I also wasn't trying to tell him not to ask questions, just that if it's something simple, he may find an answer quicker by checking with a reference. Learning is all about experience, if you don't experiment, and instead ask for the answer to every problem you're given, you'll never understand how it works. I just merely pointed him to a resource; there was no need to immediately harp on it and suggest that he shouldn't use it.
On the subject of best practices, I'll agree that wow wiki is highly sporadic in whether or not their code is 'proper' or 'correct', but regardless of the inefficiency of their examples, the documentation in relation to the API is still correct. SendChatMessage functions just the same whether it's being properly used or not.
In short, I'm really not sure why you chose to rip apart my comment. I just suggested that he might find his answers quicker by looking them up with a reference rather than waiting a half hour for someone who knows the answer to respond. It's not like he was asking how to properly implement a table recycling scheme, or anything even remotely complex. He was looking for information on how to anchor a frame (a syntactic question), and questions along those lines can easily be answered by looking them up in a reference.
