Its of great benefit for Resto Druids who have PvP interests.
In PvP Resto Druids would be shapeshifting frequently to make use of abilities such as
Bash
or
Demoralizing Roar
.
And Furor is there to allow the instant use of these abilities upon shapeshift.
Example: Shapeshift into Bear Form -> Cast Bash -> Cast a few heals or perhaps a CC spell while the target is stunned.

Every class has talents that are useful for several specs up to the third tier. This is done to add some versatility to your choice; there are plenty of talents in the feral tree that will not interest a kitty spec druid for a single bit. Still, they need to be there for bear specs, so you can choose to go into early resto to make up for the talent points you can't spend in the feral tree.

Genesis is no different in the sense that no balance (right?) druid nor feral would ever take the talent for PvE or PvP. I think that most talents are designed to appeal to only 1 or 2 specs.

Well, maybe balance does take it sometime. But i've never read up on non-cookie cutter specs for it.
