First thing: Does getting rid of the Hemorrhaging Circle put me below the Expertise soft cap (no parries from boss)Where did you get that idea with 'soft cap = no parries'? Soft cap is DODGE cap, and that is 6.5%. Parry cap means the HARD cap and that goes up to 15%. Any respectable Bear wants at least 6% hit and 10% expertise if you ask me. Getting as close to the caps as possible is not bad at all.
With your stats you can tank Naxxramas 25 just fine.
My suggestion is to get the Titanium Earthguard Ring. Stamina is the best stat to stack once you are over 38-39% dodge self buffed (in Bear Form) because of the heavy diminishing returns on dodge (at the 38% dodge threshold, agility gives ~33% less dodge than in the base formula.

Well, the important remaining math that you have to keep in mind is the diminishing returns on dodge chance (from defense / dodge rating and / or agility). Take a look

for a detailed breakdown of some important thresholds that you have to keep in mind when deciding between more agility or more stamina when considering a gear / socket / enchant upgrade.
And let me underline this fact again: you need at least 6% hit and 10% expertise if you want to seriously generate threat. Otherwise you'll be smashing your head against your keyboard shortly after beginning to raid because of all the missed, dodged and parried (mostly) attacks.
Keep in mind that the combined total miss chance is
8% (miss) + 6.5% (dodge) + 15% (parry) =
29.5% (!)

15% is the 'most' parry bosses can have, the number is usually around 11% I believe. But even if you just assumed it was 5% (I think you can agree that its at LEAST 5%, right), then Aadr's total comes out to 19.5%, which is still 1 in 5, and is still awful. The training dummy may have a lower parry chance or something, but whats been proven multiple times is that parry-chance is different from boss to boss, and most people say the MAXIMUM is 15%.
This is why most tanks say 10% is probably the most expertise you should get, more than this could be going to waste, but right up to this point, it can't be argued that it is a very valuable stat both in terms of TPS and mitigation (for parry-hasted bosses).

In the vary same line YOU quoted, parra said "~15% to ~30%" -- NOT
exactly 30%
So I'm gonna do it (when my server is back up) -- I'll take off all my gear AND spec out of Primal Precision and I'll attack the boss training dummy, from the front, for 5 minutes. My failure to land will likely land between 15% and 30%.
If it doesn't: This doesn't imply that Aadr & parra are wrong, it implies that the training dummy doesn't parry at the same % as bosses. But instead of just repeating whats already been said by many others far more credible than you, I'll attempt to prove it; if nothing else than for my own benefit.
Here's what I don't understand, are you implying that with 0 +Hit and 0 +Expertise you will hit 'most' of the time still? Care to provide a % guess as to what 'most' means? Keep in mind it better be more than 85%, since you just accused parra of 'not using his brain' when he said ~15% to ~30% would fail to land.
edit: It seems the post I was responding to was deleted. Nevertheless, this was a response to a 'challenge' by ddett to 'test' the claim of 15-30% failure rate, so I did. Results are below.
Actually it looks like almost everything ddett has posted in the last 3 days has been deleted with the exception of the thread that is locked. How odd.

And Aadra was correct. The 8% miss + 6.5% dodge + up to 15% parry will cause anywhere from ~15% to ~30% of your attacks to miss.
Here's 500 Attacks
with 0+hit and 0+expertise on the boss Dummy.
72.8% of attacks landed
27.2% of attacks failed to land (~15% parry, ~8% miss, ~5% dodge)
