Ok, as a prot warrior with 28k hp unbuffed, around 23% dodge 22% block and 17% parry (aww)
I think i should be ready for EoE10. But i still having some threat realated issues.
As we are starting, im chaging and doing heroic throw (free threat, right?), pops shield block to get some rage builded up, and begins to spam devistate (sunder armor), until im at 5 stacks.
Then I begins to mash my shield slam button, and HS with revenge.
Also im doing some more devistates from time to time.
Still, the hunter is getting aggro after the first Vortex.
Can anyone help me out here please?

Tell your hunter to stop being a retard and feign death.
Put vigilance on your highest DPS without a threat drop (usually warrior).
The priority on bosses is normally on devastate (after a first agro-grabbing shield slam) in order to get your physical DPS's damage up to speed fast. On this fight, don't. Heroic throw, bloodrage, shield block, and shield slam. I never really charge on Malygos, but if it works for you then go ahead. You want to do your high threat rotation immediately by throwing out those big shield slams and revenges. If S&B procs, make sure you use your Shield Slams. The sunder stack will come as it comes. If you aren't too confident in your heals you can try and work in TC and Demo, but I normally don't worry about it until the vortex. 8 times out of 10 you won't be able to do anything while in the vortex, but Thunderclap and Demoshout WILL hit him, so I take the opportunity to do so.
That's about all I can say, other than make sure you are spamming the heck out of Heroic Strike as well.
I just checked your spec. You went that deep into Arms but then stopped at 1/2 impale? No. Get rid of Puncture; taking three less rage on devastate isn't a big deal. Drop 1 more out of Shield Spec and put those into Impale and Deepwounds. Also, because of your gear, you are missing 2.75% + 3.5% + ~12+%, or nearly 20% of all of your attacks against bosses. If 1 in 5 of your attacks misses, how can you expect to have meaningful threat. Hit and Expertise are important.
Your shoulders have a red socket and a stamina bonus. Go ahead and put a Guardian gem in there for the 8 Expertise, you'll only be dropping 6 stamina for it. You are missing a socket in your bracers. Your gloves have a red socket (which you have a defense gem in) which you should put a guardian gem in (again gaining 8 expertise and only losing 6 stamina). General rule is that you should have your three gear pieces (cloak, chest, shield) enchanted for Defense before you go out of your way to gem for it. Your belt has a stamina socket bonus and a yellow socket, that might be a good spot for an Enduring gem if you need to pick up some defense.

malygos aint so much about avoidance and health as it is about making threat. Your much better geared for almost everything than me, but i believe that for my gear level, my gear and specc is nearly optimal for this encounter. I have no problems keeping threat on maly, so copy gem choices, specc and gear :)

Try to get your dpsers to move around (get a dk dps for sparks), so you dont have to so much, so you can focus on building threat. Skip flask, use strength pot instead.

5/5 Shield Spec and only 3/5 Dodge? Why would you choose junk mitigation over Diminishing Returns Free avoidance?
I'd question the skipping of vigilance, but to be totally honest I forget to even use it half the time...
Gear wise it's not too bad, but gemming for hit? Ick, can't say I'd do that. Also, I don't think I could ever go with a bracer enchant other then 40 stamina. 40 stamina is huge. You went with 15 Expertise. Think of it this way: You can get a 16 expertise gem or a 24 stamina gem. With that enchant you can get 15 expertise compared to 40 stamina. Clear winner here should be obvious. You get over double the ratio of a gem.
20 strength on weapon is a total waste. Weapon Chain it or splurge for Accuracy. And the shield: defense or stamina.
Other than those little things everything looks fine. Get defense on your shield and get the crafted gun and you might even be able to drop the defense trinket for the dodge one. The gun will also be a nice bump to hit and stamina, which combined with a weapon chain will put you real close to where you want to be and you get get rid of the hit gems.

Had this issue about 3 months ago. Check out this thread, lots of good info:

Basically do the following:
Threat up between landing and the first Vortex
Use Vigilance on highest threat
Intervene Highest Threat at the start of a vortex
Use Mocking Blow or Taunt during a landing
Get better at raising threat while moving/positioning
Invite a Hunter or Rogue next time for MD and TotT
Up your expertise
If you are serious about EoE, you need every ounce of threat you can get. Replace 3/3 in puncture for either Deep Wounds or points in Cruelty. Up your expertise asap, you're only at around 51. Get the Glyph of Blocking for god's sake! This should improve your threat output. That little gem about intervene works wonders. If you are losing threat to a hunter, shame on the hunter (feign death anyone). Only people you have to worry about are classes without threat dumps.

....what a waste.
Vigilance is great for any tank, far into Ulduar or just starting to do Malygos and such.
Vigilance is an extra 10% threat off your highest dps (So if you're Hunter's DPS is 5000, you're transfering 500 TPS from him, to you!)
1 DPS = 1 TPS

one thing to keep in mind when he first lands - it takes him a second before he actually pays attention to what you're doing. so don't waste your SS as soon as he's attackable because it doesn't seem to register. wait until he actually turns to face you.
make sure your dps waits for that too.

I usually start off mounted, Heroic Throw, then pop a Bloodrage to give me enough rage for a Shield Slam as soon as he lands. Shield Slam is your HIGHEST threat move so use it whenever it's off its cooldown and don't forget to look out for your Sword and Board procs. The general rule of thumb for me is: Shield Slam > Revenge > Devastate, don't forget to Heroic Strike spam on boss fights seeing as you'll have an abundant amount of rage to do so throughout the entire fight. Do that and you shouldn't have any problems with threat. Vigilance in my case always goes to Warlocks cause they are psycho aggro pulling freaks. Apart from that, keep up your Demo Shout and Thunder Clap debuffs on him and Spell Reflect in P2.
