Anything that gives you more Agi first and Str/Crit/Stam 2nd.
Doesn't matter if it is a staff or mainhand/offhand. Use whatever comes that is better. Get
Armor Piercer if you can. It drops from RFK.

Agi > Stamina > Str
If you crit, you gain 100% more damage, 1 more CP and big yellow (or white) number on your screen. IMO this is much better than AP from Str. BTW, if you have some agility, you will be better tank if you go some instances.
It kind of depends on your spec too. Personally I specced to Feral Swiftness, then I switched to shooting for Omen of Clarity. If you don't have Primal Fury (which you won't until level 37 if you do it the way I did it), then you don't get 2 CPs on a crit. Str and Agi are very comparable for DPS at
all levels. Agi offers some dodge as a perk -- since you'll be soloing mobs for the most part while you level, dodge definitely doesn't hurt. For tanking, Stam and Agi are the best (and in reality, stamina is far superior at low levels).
My bottom line is, if you're talking ONLY about pure increase in DPS per point, Str CAN be better than Agi sometimes (
even at level 80, if you have a high crit chance and a low AP). I won't argue that Agility is probably the smarter choice while leveling, but not because of its DPS increase. So don't just brush off Strength, it is quite powerful. (When I leveled, I considered them equal in my stat weightings).
Crit rating is somewhat rare at low levels, but it should be valued less than both Str and Agi. As far as Stamina goes, if you don't plan on tanking, I wouldn't specifically look for stamina, just take it as it comes.
