So I play a warrior, played 70 cap and started again when wrath came out, ive been a strict warrior player
so im looking to play a caster, ive played a shaman didnt like it too much tho i enjoyed elem
but I like the utilities of a boomkin so I was wondering if it was a decent caster to play I know they have mad dps and bring nice buffs, im looking to arena
Any suggestions?

If your not planning to do anything else but arena, i wouldn't go boomkin.

Indeed, moonkins are great for everything except arena.

Moonkin is not so great in arena, you can cheat it kind of having a resto spec that dives into the balance tree for stuff like Improved Insect Swarm. The drawback is mainly because of movement, you stand around you will die. You cant cast while kiting, exception being moonfire and insect swarm. Wrath is a Mana drain better used for casting heals at other targets.
Personally I chose to go into the balance tree in a resto build, I can still assist in damage with insect swarm and moonfire, I also chose to take dreamstate, this was a personal choice and most will probably argue against the validity of the option, but I find that intensity/dreamstate allows for great mana regen when those pesky types drain it from me.

Is the build I used with a glyph of healing touch, insect swarm, and lifebloom. I found it worked best for my play style and under 1 second casts on healing touch is just that good, especially with the regen to back it up.
The recent nerf to tree armor buff elected me to remove it as i felt it had become almost a waste of point in pvp, not to mention its harder to tell just wtf a caster form druid is there for and can buy a few extra seconds while people decide if you are retarded for not being a cat, or if you are balance or resto. Suprise them with moonfire and insect swarm ticking for nearly 2K(combined) every 3 seconds while dumping 7-8K >1- slightly 1< second cast healing touches around.

GL surviving without either Improved Barkskin or Moonkin Form. And subtlety.

subtlety I dont really see the need for that, outside of maybe having a 30% chance that IS/MF wont be removed. Now that is a waste of 3 talent points. Granted ImpBarkskin is usefull it requires a pile of points in the resto tree. which takes away from your versatility of a balanceish spec. Since the question was in regards to moonkin, and obviously in regards to dealing damage then going for imp barkskin just removes all hope of being a multifunctional DoT machine.
Moonkin form is good, but if you are spec'd to heal as well it kind of defeats the purpose, don't you think. I mean is spending 400+ Mana every couple seconds to stay in moonkin form better survivability than not using it at all. Granted the armor bonus is nice, but lets face it, you can always drop into bear form get the same armor bonus for no talent points spent stun someone frenzy rejuv+enrgae, run away pop out dot em up and heal anyone else on your team.
Or you could have just said, common furrymonkey be just like the rest of us cookie cut that &*!@.

The idea that subtlety reduces threat for a boomkin is a hold over from BC when it WAS the talent for treat reduction. Peeps don't read the talent clearly enough or have not yet been informed that it no longer works for balance spells. Simply that don't talk down on a peep just because they don't know it.

Well that and considering its a pvp discussion I fail to see the use of threat reduction at all, unless you dont know what hibernate, or roots are for and how they affect AI controlled pets.

Man thats pretty disappointing =[
Boomkinz r fail arena.

Its not that they are fail at arena they just haven't got the speed to do certain things. Pretty well everything requires a stop and cast type deal. You wouldn't even think about casting a starfire unless it was from a shadowmeld, it just takes way to long. In pvp gear you lack the haste to make wrath really pleasing to cast either, as the longer the cast bar the more chance for a counter spell.
There are some perks to going into the balance tree, such as terants, typhoon, and starfall. The terants can get their damage up to nearly 800 dmg each and attack fast, put those on a healer for the first minute or so of a fight and it can turn a fight early. Typhoon is nice when someone is jumping down your throat blast it and fire off some roots, and Starfall well who can't appreciate arena wide damage to multiple targets.
Its just the cast timed spells are not very arena friendly at times, especially against spell stop classes.

"reduces the chance your helpful spells, Moonfire, and Insect Swarm will be dispelled by 30%." was the part of Sublety that I was refering to. I do see you finding this almost useless if you're going your suggested "healing touch" with less emphasis on hots.
The point of moonkin form over just simply switching to bear form is your ability to CC in moonkin form. I remember before the changes to improved barskin, getting caught in caster form was pretty much the end of you. The main problem I have of your spec is that you spent points getting just enough balance and just enough resto points for you to be inadequate in both dps and healing. Yes, you might have great mana regen, but you'll just lose more trying to heal with heals that aren't specced enough. Furthermore, the three points in improved insect swarm are almost better off spent in the feral tree.

Dispel protection is important in arena. Theres a reason everyone was QQing about how improved barkskin used to make innervate nearly untouchable. Sublety was a key component to protecting it, and it still is.
If you want some dps, your better off still going with deep resto; picking up imp barkskin is not just good, its required. You can still go deep enough in balance to pick up IS (you would play primarily as a healer, but an offensive healer like disc, but you would need the surviability(gear) to pull this off). If you want to go deep balance for stuff like treants, typhoon, starfall....... roll a mage or lock and save yourself some pain.

To be more precise :
- we stick out
- people know that we can destroy them if left alone to cast
- people know that we can't do much when focused on (need to cast for anything worthwhile)
Thus moonkins are a indeed prime target of choice
