For the reasons you said. It lacks very little in terms of single target healing. Extra Healing talents like Living Seed should not be needed in 2v2s and certainly not with a DK partner. It has surprisingly painful DoTs and the ability to squeeze in wrath casts, both which significantly up the pressure on the other team long term, and also add quite a bit to a 5-10 second burst window that you and your partner have lined up.
Note also the IS glyph.

im just asking but why not improve insect swarm?
I'm going to guess based on my TBC Resto experience, that the reason for not picking up Imp. IS is because you will never cast Wrath or Starfire in Arena. You can throw around Moonfire's and Insect Swarm's, but anything with a cast bar leaves you wide open to a Silence, I was afraid to cast regrowth most of the time, and NEVER would have enve considered casting a Wrath or Starfire.
My highest rating was ~1850, so I may be horribly wrong.

You can cast wrath in arena if you play offensively (which you should with this spec). Starfire you can cast on people timed to hit as a cyclone ends. But...

...you don't get impIS because the bonuses it gives to the playstyle of an arena healer are truly insignificant, even when you are playing aggressively. I'm pretty sure even a deep balance PvP build would not waste points on impIS.

I find myself casting wrath quite often. Once I see anybody down to about 40%ish, I let the wraths fly. I do play with a warrior though, so if I'm not super aggressive vs Dk/dru or dk/pally then we will NEVER land a kill(its hard enough as it is).

Personally, I think Wrath is a TERRIBLE spell to cast as a healer. Get kicked, get screwed. If Starfire gets kicked, your arcane spells are locked out and you can still heal/root/cyclone. Personally, I find I can spare points for Vengeance, which makes that Starfire all the more potent when used.

With regards to Wrath, you should watch some streams of high rated 2v2 restos. They quite often cast Wrath to increase the pressure. It's normally when one of the other team is eating a full cyclone, the druid's team mate is safely HoTed, and there is nobody hitting the druid. Little danger of being kicked and DoTs + 2 quick Wraths normally mean the other team has to play
very
defensive as soon as the cyclones end. And that is the whole point i think.
Personally, I find I can spare points for Vengeance, which makes that Starfire all the more potent when used.
You realise i hope that in PvP resto gear you cannot crit a high resilience target (other than with imp Moonfire). Litterally 0% chance (PvP resto gear will give you about 10% chance to crit with Wrath/Starfire). If you play with a moonkin/ret/ele then you are looking at 3-5% chance to crit. So points in vengeance are not appropriate.
