Gear vs Spec

My mage will shortly hit 80 and I am confused as to what the best pve spec is for new 80's.
From what I understand 18/51/0 is the best possible dps spec once you have Ulduar gear and 0/51/18 is the frostfire spec I should be using until I reach a certain level of crit gear.
Is this a erroneous information or is my source correct? Will my spec have to change as my gear gets progressively better?

Basically, he lists 3 raid quality specs. Arcane, FFB, and TTW/FB. They aren't in his article in that order, but that's the order you will follow. Arcane being the weakest, then FFB, then the best of bunch TTW/FB.
in all fairness, calling arcane "weakest" and fire/ttw "best" is really quite relative. On paper, yes fire/ttw is the best dps and on paper i actually believe that FFB is the lowest, although not by much, and again i'm not even 100% sure about that.
The real difference for those 3 specs is really the ease with which you can gear for each one. Arcane is indeed the easiest because of the low hit rating requirements (and if you're running with a boomkin or shadow priest, you are absolutely golden)... But it's also in part because a lot of heroics/naxx 10/heroism badge gear is laden with haste, which is great for the arcane spec. As you start working towards full naxx 25/valorous badge gear, there is a lot more crit, and they also come with more hit rating, which really brings FFB to the forefront. Once you start getting into ulduar10 and 25/conquest badge gear, they are really just dripping with hit... But they also have a great combination of haste AND crit, both of which are important to fire/ttw spec.
but even that's not the end of the story. "gimmick" fights like hodir and vezax can really level the playing field for any of the 3 specs.. Give a frostfire mage a great day with the RNG gods and he could easily pass a fire mage. Frostfire is actually preferred in a lot of the ulduar fights because it's so ridiculously easy on the mana pool.
Truth be told, once you find a spec and are comfortable with it, and know how to gear for it, you can really excel in any of the three main specs.. Theorycrafting and paper fights will only get you as far as a guide in which direction to go.. However, real raid boss fights do not happen on paper, so your discretion and comfort is gonna do a lot better for your dps than any of that other stuff.
