I'll be the first of many who will say this.
Step one, stop calling them "ench" shamans. This is the shaman version of Rouge/Rogue. People will assume you're trolling if you use "ench" (though "enh" is fine, imo)
There's also a handy sticky in helpful threads called Enhancement pre raid guide for 3.0. The only thing it's missing is the nice Argent Tournament weapons you can dual wield.

A couple of awesome people have put out some guides for beginner players. There is a guide for all three specs out atm (don't know if the resto guide has been sticked yet.) Check those out and read up. The best site overall for learning about Wow is probably elitest jerks.com, great to learn how to use your class.

Resto PVE after 3.2 hits
You could pull points out of Tidal Mastery to max out Healing Focus if you felt you need the pushback resistance, but keep in mind crit = mana.
Resto PVP
... or something along those lines. Keep in mind you will rarely ever use Chain Heal or Healing Wave in serious pvp (though we'll see what happens there with 3.2, I don't expect it to change much).
Good luck with the Enhancement though. :)
Elemental weapons gives 72 hp on healing wave. That's the highest single target benefit of the talent. That sucks. Considering XT, Kologarn, and a myriad of other raid and heroic bosses use raidwide damage that cause pushback, Healing Focus>Elemental weapons. In fact almost any talent is more useful than elemental weapons.

It accounts for 45 +healing. Saying it's useless is like saying you may as well not
enchant your weapon
because it's only +50 healing.
I personally have 0 trouble with pushback on XT, Kologarn, and a myriad of other raid and heroic bosses.
It depends on your play style and there is of course wiggle room. Skipping Elemental Weapons if your play style has room for the points is just silly.
No it doesn't directly increase your healing. It increases your hb. To understand how much healing benefit you receive from the talent, run the 45 bonus through these-

Also, you cannot argue the similarity between a talent and an enchant. There are entirely different constraints on the two choices. There is no other choice than a spellpower enchant on your weapon that are wrath level enchants.
More importantly, if you do the math on elemental weapons-
Chain Heal
1.34*45=60.3 extra healing on the first jump of chain heal
.67*45=30.15 on the second jump
.335*45=15.075 on the third jump
2.345*45=105.525 if you get 3 jumps
Healing Wave
1.6106*45=72.477
Lesser Healing Wave
0.8082*45=36.369
Riptide
1.30*45=58.5 Total
.4*45=8 Initial Hit.
You will find that the benefit is under 100 hp on any single target from your heal. Unless you take into account this extra hp, the "boost" from elemental weapons amounts to nothing more than overhealing. Essentially, its 3 wasted talent points.
Furthermore, once your spells start hitting in the 4k+ range, the extra hp from this talent is less than 1% of the heal done.

Oh, just to add even more incentive to not take elemental weapons in favor of healing focus in terms of theoretical hps-
You can have a max of 2 seconds pushback on 1 spell cast.
If you take elemental weapons and cast one spell (ie a hasted healing wave) you get a flat 72 hp. With pushback, a 3.6 second cast.
If you take the pushback resistance and don't get the pushback, you get ~8000 more hp through a second cast.
I'm sorry to have to state it so bluntly, but this argument has been hashed out way too many times on these forums. And elemental weapons has always been lackluster in any healing build.

I just straight cast Healing Wave for 1 minute.
I got 34 Healing Waves off in that time (why yes, I do stack haste) - 12 of the 34 were crits. This results in 72*22 + (72*1.5)*12 = 2880 Healing in 1 minute.
Extrapolating to a 5 minute fight, that accounts for 14400 healing. While this is not enormous, it is certainly not "useless". And it scales with haste.
The bottom line is: Elemental Weapon will increase your healing throughput. End of story.
If you need it/want it/can afford to spend the points on it is another story entirely.
You're not taking into account overheal. Without taking that into account along with pushback, your simulation is pointless in a real raid.
Hehe. The sad thing is, your own simulation invalidates your talent choice. If what you're aiming for is max theoretical hps, then the 3 talent points would be better served in enhancing totems. While your own heals would not receive as great of a boost, the other 2 healers would make the raid benefit almost three times as great.
Wow, I do not envy you having to consolidate this.

Because clearly all your heals will be pushed back by the maximum 2 seconds in all situations.
Elemental weapons is a flat bonus, albeit a small one to your throughput all the time.
Healing focus is potentially a larger increase to your throughput depending on the encounter, how bad you are at getting out of void zones, how bad your tanks are, and your play style... and potentially not an increase at all.
I'm not saying Healing Focus is bad, I frequently take it. But maligning a talent that is in fact beneficial is misleading information. The informed comparison that followed is more productive, so thanks for that at least.
And I never, ever said the two talents were mutually exclusive in a build.
If I'm not drinking heavily while raiding, my overhealing sits between 8% and 11%, so no, it's not all going to over healing.
Tsk tsk, you're not reading what I said correctly. There are plenty of uncontrollable raid situations where pushback is the norm. The tantrum on XT, Frozen Blows on Hodir, the mini-panthers on the crazy cat lady, Saphirron's frost aura, Malygos' deep breath, I can probably name a lot more, but the point is obvious.
The point on overhealing does not measure your overall overhealing. It is a measurement based upon the individual spell. If you don't take into account the extra hp on the individual spell, the actual boost is wasted. That is why the talent is useless.
I'm not trying to be mean, but we've had this argument across this forum so many different times, and I'm sick of it. :\ You can go back all the way to the release of wrath when they first began on this forum.

Oh well. Oo, I found the thread where I switched camps. I used to spec into elemental weapons back when I first hit 80, but this thread (that I got locked by exposing a troll. :D) was the one that made me do the math.
