First......your dps is low compared to what? Are you comparing yourself to equally geared level 67's?

Next, you could play around with your pet talent tool.....I like http://www.wowhead.com/?petcalc#cuzc0f00zhzk over what you currently have on your devilsaur, but it's up to you. I hope that is the pet you use while grouping, since the other pets are much lower level. And since you are BM spec'd.....the pet is important.

Get some glyphs.

I would just hang in there.....because in 1 level, you will have access to Northrend content and quests, which will greatly improve your equipment over what you currently have. Considering you don't have gems or enchants, glyphs, and some of your gear is a bit behind your level, it's probably not as bad as you think.

And as for your rotation......no need to concussive shot the boss. Most are immune anyways. Just mark, serpent, arcane, steady your way while maintaining your pet health. Use BW and rapid when it's up.

Low DPS is of no importance until you hit 80 and start raiding and farming heroics. At that point you could stay BM for heroics (don't raid as BM) but your DPS will be low. Stay BM until 80 then go either SV or MM, the two are pretty close DPS wise so I say pick whatever fits your play style.

If you have any DK's or rets in group, don't bother checking the meters, on this levels they will rack up dps with their "passive" aoes. Also, Concussive shot seems pretty bad, another Steady Shot in it's place would be better (unless Steady Shot works outside cooldowns, I haven't played on my hunter for quite a long time).
