Healing 70-80, having a bit of trouble. Should i Re-spec?

Hi, I currently have a lvl 73 priest on Dalvengyr and I am speced Disc. Healing was fun and great, you have your panic spells, and a great assortment of mana regen talents.
Though now my healing has been slacking ... It just seems that if the tank can't keep aggro or drops too quick, i'm screwed.
I'm currently 55/9/0 in my spec (leaving out pain suppression, Power Infusion)
742 SP
13% crit
320 mana regen (183 casting)
My spell power is a bit low and that COULD be the problem.
Or my rotation? I currently do PW:S, PoM Before the tank starts the fight. Once the fight begins I throw a renew (3pts in holy for renew + the glyph) and then sit back and watch to see how things go, re-apply PW:S whenever it's ready. with plenty of penance and flash heals (Glyphed for Flash heal as well) I rarely use Greater heal since the tanks need heals quite often and i usually dont have the time to cast it, or i'm healing way too many people in the party and i just simply can't give up almost 9% of my mana each Gheal.
My SP is a direct reflection to my low heals i believe, i flash heal for 2.2 - 2.7k and crits about 4k. and my penance does 1.5k ticks, 2k ticks when crit.
But considering tanks around my level may not have the best aggro keeping abilities or the fight just simply requires healing for everyone, what would be the best path? Holy, or Disc? Or is it a rotational problem? or maybe gear?

There is no healing rotation, and you are right to be concerned at your spell power. It's low. But that shouldn't get in the way, just makes things slightly faster.
I use g heal if i have the borrowed time buff because I am specced into divine fury. While in leveling I would advise you to never use g heal, wait until your an effecient level 80 priesting machine.
If a tank can't keep aggro (which he has no excuse for, if hes struggling tell the dps to lay off if he can't cope) then the group will wipe fairly fast. If there will be a lot of party damage, pre shield people. If the shield is broken you get a large portion of the spell cost refunded. Abuse your shield and fire off PoM if it's off CD. If PoM is using 2 charges it's roughly as effecient as penance.
Keep renew up, keep shield up on the tank, penmance when needed. Don't cast flash heal for the hell of it as it's less effecient than penance, PoM, renew and PW:S.
Stick with disc, it's better, holy priests just don't realise it yet. :)
Yeah I was holy till lvl 50. I liked it but i ran out of mana so fast it wasn't funny.
But I can truly say that 90% of the groups i get into the tank can't hold the aggro, and then the tank flips out on me usually for letting him die, cause i was making sure our dps is flattening either. Tank is my priority, but i'm not going to let my other group members die either.

I'm at a loss as to why you don't take power infusion and pain suppression. Those are two of the trademark abilities of a discipline priest, in my opinion.

This
is the Disc Cookie-Cutter spec, although the 2 points in Divine Fury can be swapped into healing focus, if you prefer. This includes all the tools a Disc priest needs in PvE situations, and has not yet failed me.

It's sad to say, but you should let them die, especially if DPS pulling aggro off the tank is an issue. Don't do it on purpose, but if the tank dies before anyone else, it's usually your fault, so heal DPS only when your tank is topped off and out of immediate danger. If a person dies while they weren't even supposed to be taking damage in the first place, it's clearly not your fault... However, if your tank dies because you didn't set your priorities at the right place, then it IS your fault. You can clear just about everything in the game (non-raid stuff, anyways) with just a tank and a healer... DPS make things faster, but they're not necessary in any way, never forget that when some kid trying to top the DPS meters gives you trouble.
I want to stress the importance of this.
dps should not pull aggro. If they do it is
their
fault and letting them die is completely acceptable. Never ever risk the tanks life to save a dps. The only life you are allowed to save (while risking the tanks death) is your own.
General rule for placing blame in an instance:
If the tank dies it's the healers fault (yes, you, they are blaming the right guy).
If the healer dies it's the tanks fault (he obviously didnt keep the mobs off the healer).
If a dps dies it's the dps' fault (get them to look at aggro instead of dps, if they get hit they did something wrong).

The only thing I disagree w/ this statement is when everyone pulls aggo, it's the tanks fault. You get those crappy tanks that just don't know how to hold aggro. (Likewise crappy dps that do 800 at 80 and crappy healers that don't understand the concept of healing)
I'm also surprised no one mentioned it yet, but a link to your armory is extremely helpful in these situations. Knowing your exact talent build and gear is very useful.
If your staying as disc, take up PI and PS. The simple fact that you got this much more time to get used to 2 more spells is completely worth it imho.

I'd really like to see your spec. Not having PI or PS at your level is understandable, but I'd like to see what talents you skipped for Improved Renew, a talent I totally skip even at level 80. There's nothing cookie-cutter about Renew for disc, it's just a matter of preference. I personally think Renew, while great for holy, is a waste of mana for disc.

ditch that Glyph of Renew. You absolutely have to get Glyph of Penance for sure, and either Glyph of PW:S or Glyph of Flash Heal, the latter probably being the better option. Use all three when you hit 80.
As for tanks holding aggro, there's not much anyone can do for you about that one.
Ignore cookie cutter specs until you reach 80. Before I hit 80, I had 3 pts in Spirit Tap and 2 pts in Reflective Shield to make questing easier, and I had no trouble healing 5 mans in Northrend. Just focus on getting the best gear you can from quests and instances and it will get easier, I promise.

I was under the impression that the OP was dual spec and this was what he used for healing. If this is also a lvling spec, we have a little more work to do to get him a good lvling spec for his lvl.

EDIT: Oh any also about Pain Suppression .. Wouldn't the 5% less threat be a bad thing by casting that on the tank? the 40% less damage would help, but them losing aggro would be worse.

Lmao Giez your so right about OK. It's a pain in the ass ... That was actually one of the reasons i made this post is because I was with this druid tank who thought he was big &*!@, he was good but there was A LOT of gloating going on. We wiped twice, and the second time he proceeded to switch me to dps which i only did about 700 dps and he popped into resto and finished the rest.
I don't know i guess it was kind of a dissapointment to me considering i was the primary healer for my guild when i was leveling 60-70, i barely quested through hellfire and a few in nagrand cause i was always grouped and got exp in instances.
But on topic, alright i'll take your guys advise and spec into PS and PI, and get some better gear. I'm only 73 and i have all of the DTK gear waiting for me (robe, legs, neck) and if i can actually do an OK run and get the offhand ill be ok i hope, i would be fully WOTLK leveling geared at that point.
