The LB on multiple targets was never in any of the PTR patch notes, and according to EJ the build going live today is the same as the most recent PTR which had LB on multiple targets.
And the 4pc bonus you're all talking about ... pvp gear, right?

LB ticks are no longer interacting with HS ... it was hotfixed. Also, theres some screwy behavior with HS in general where a FFB crit --> FFB non-crit --> FFB crit will still result in a HS proc. Same scenario with FB. But turn that FFB/FB non-crit into a scorch/fireblast/LB explosion non-crit and it works like normal. Source is EJ.
