I have a 71 frost mage on an RP server. I'm NOT interested in pvp, and have limited/no raiding experience... that said to establish that I'm not a pro, and not a total newbie either.
Here's my dilema: everything I've read suggest that Deep Fire, Frostfire, and Arcane are the three "preferable" raid specs for mages... and furthermore that one should switch to their raid spec 10+ levels early to get used to and learn the new spec. Fine and dandy, I get that.
I leveled to 45 or so as fire, and loved the raw power, but DIDN'T love the constant drinking, or the lack of control on multi-pulls/adds. I played with arcane VERY briefly, and found that I got the snot beat out of me a great deal... leading me to conclude that I don't understand the spec.
I've read in several places that, as arcane, when leveling/questing, you should lead off with... a fireball? I don't follow that. I get that the FB-Slow-AB/AB/AB/ABar sequence is designed to take advantage of TtW, but... why not lead with frostbolt and skip slow? Yes, 'bolt slows less, but it's cheaper and has the same effect for the purposes of TtW, does it not?
Sorry for the rambling post... I'm just trying to make an informed decision when it comes to my respec.

simple... you do'nt use slow at all in raiding and such..
all tanks have an ability that keeps a "combat slow" on the raid boss, in order for TTW to be effective.

forgive me, i misunderstood what you were asking.. i'm pretty sure you should just lead with either frostbolt or slow.. I even like leading with AB, and then hitting slow, so as soon as they are aggroed to you they're slowed.
you can definitely lead with afrostbolt, but it's notvery damaging.. which is probably why they said lead with a fireball.

How bout just do what you want to do.
The point, for me, was trying to understand the "prevailing" opinion. Top end players do things a certain way because it's been shown to work; for my own benefit, I'd like to understand WHY things work the way they do so that I can more readily adapt to changes.

A perspective: Slow is instant cast. So you can cast it after you've thrown your first engaging spell, whether Frostbolt or Fireball, also given that you're within range.
This is likely another reason to lead with Fireball. In fact, you might have enough time to cast 2x Fireballs before mobs are in range for Slow, given Flamethrowing.
