Most gear weights are actually "calculated impact on DPS per point" scales. Usually they will simulate your DPS on a boss in your current gear, then add 1 stat and calculate again, the difference is the impact of that stat.
Some stats (like Armor Penetration) will score lower if you have less. So, just because you have very low ArPen, most DPS caluclators will show ArPen as a low-priority stat. This is why you can't JUST trust weight scales when gearing, you have to know where the numbers come from and how to apply their output to the gear choice.
I usually use
Toskk'sDPSGearMethod to come up with a weight scale. Click on the link, put in all your unbuffed stats while in Cat Form, then check all the boxes and fill out all the blanks as required. Once you're done, you'll find a weight-scale in the right-hand-column, and if you use
Pawn, you can even copy/paste the Import code into your addon to import the scale in game.
Just keep in mind that +Hit and +Expertise, even if you're not capped, will usually come out lower than other stats; and ArPen will score low until you have a lot of it. This doesn't mean you should avoid ArPen, or that you shouldn't try to get Hit capped. Know how to interpret the data and it will be a lot more powerful than just comparing the scores.
