UI Mods are not only allowed, they're supported by Blizzard via the official forums here:

A huge portion of the population uses UI mods. However, if I were you, I wouldn't bother with them until you're farther along in the game.

Add-Ons are legal.
I would recommend going to
www.curse.com
to install them either manually or using the client. There are all sorts of legal add-ons which you can download. If I were you I would look at a Shaman FAQ on the boards and see if there are any Shaman specific add-ons that are exceptionally useful.
For example, if you want to level quickly, QuestHelper is very useful.
Although using add-ons is recommended, only download them from reputable sites, such as curse. Also, they are not required, but optional. However, they do help enhance your game-play.
My opinion? Look at a reputable website, shaman guides, download add-ons, try them, and do a trial and error type thing. Many people swear by some add-ons which others have no personal preference over them.

Questhelper should be your top priority.No.
Questhelper is just a great way to rip every piece of story and entertainment out of leveling and turn it into a grind. The best thing to do is just read quest descriptions and follow them, and when they're unclear look up the quest on this site and read the comments or look at the map.
Generally though, you'll have a much better time if you're figuring things out on your own.
Once you're completely comfortable with the game and have most or all of your abilities, then bother with mods.
Just play normally without mods for a while. Learn the game at your own pace and don't complicated it by needlessly adding addons. There's nothing more frustrating than trying to help a new player navigate an unfamiliar UI only to discover he's modded it up the bum so you have no idea what he's looking at.

I had a friend bring me into this game, but they basically just said "Start playing on this server" and I barely heard from them after that until I was like level 50.
That was years ago though.
You'll pick things up, and whenever you're confused about something, this is a great place to find information.
Go to the various sub-forums (specifically the shaman forum) and read the sticky posts and use the search function. You should be able to find answers to nearly any question you might have this way.

Really just wait a little while until you know what you want. The only time you really "need" addons, if at all, are at raiding level.
