Regarding tank gear - Don't worry. At 70, buy the whole Cobalt set - It's cheap and will get you a lot of avoidance. Then go to Borean Tundra and quest there - There are some great tank rewards there. After that, Keep tanking instances and gear up along the way and you'll get there.
Regarding money - Past the Cobalt Set and a few BoEs at 80, don't buy anything on the AH. Just save up on money from Qs. You'll be fine. ^^

Firstly lvl your mining and JC , and dont worry about money and not being able to buy skills and gear , at about lvl 75 you will have 1.5k g made from quests and vendored quest rewards. :)

This is all by-the-by stuff really. Tbh, your 1st priority should be hitting 80. Once there you can earn a truckload of cash from dailies (or q's in Icecrown as mentioned above) and get your mount.
Once you have cold-weather flying and an epic mount you can lvl your mining so much faster (and make a lot of G from it) and your JC'ing will benefit from that.
Q rewards will be enough to see you to 80 on greens - the NR greens kick the Outland blues and epics into touch just in Borean Tundra - and you'll probably pick up decent blues as well.
Don't worry about tanking instances at a low lvl. If you're in a good guild you should be able to find an 80 tank with time to spare helping lowbies through NR, it's in the interests of the guild after all, so you can concentrate on lvling.
Get to 80.
Everything else will fall into place. =)
