I've just binged 73 and am still in Outland. Just finishing off Netherstorm, then off to Shadow Valley.
Racing to 80 doesn't really bother me, I'd rather finish areas of the game before moving on.

The quests I did in Outland generally netted about 10k XP. I went to Northend at 68 and the quests rewarded about 20k XP.
The experience required to go from 69-70 is about 700k. Going from 70-71 jumps to 1.5 million. Because of this, I wouldn't really recommend staying in Outlands after you hit 70. You're required double the experience, so you want to do the quests that will earn you that.
Also consider that a level 70 quest in Outland is considered an "end quest" of sorts, where as a level 70 quest in Northend is a "starter." The difficulty and length of time invested in each will be drastically different.

Hit 80 and come back to Outlands and grind through that content faster and make a little gold. You'll still get to see it and probably die less and enjoy it more. I did a bit of this especially for some rep runs and explorer title.

When I dinge'd 68 on my DK I went immediately to Howling fjord. Took less than 2 hours to get 69, and about the same to hit 70. The only "problem" with going this early, is by the time you hit 70, you are 2/3 done with a starter zone that should take you to 71 or 72. Not a big issue as I just plan on going over to Bore-ean Tundra after I finish the Fjord and before hitting Dragonblight. Which is no biggie since I'm going to get the Loremaster achievement on her anyway

Pretty much exactly what I did and I think it was ideal. The starter area immediately outside of Warsong is a little more difficult then Vengeance Landing, so having those two extra cushion levels helps out (the bugs can easily overwhelm). It seemed like the quests in Borean were shorter too (with better rewards), so it made it a little easier to grind the next two levels up to 72.
