Uhhh, Frostbolts 100% if you're frost specced. You have two options.
Spam frostbolt until target gets kinda close, frost nova him before he reaches you, back up 20-ish yards, and resume frostbolt spam.
Spam frostbolt. Before he reaches you, just strafe to get distance since the mob is snared, and resume frostbolt spam.
That's about as exciting as it gets for a mage single-target burn wise. Until you start getting tons of spellpower, you're going to be in for very mana intensive fights.

Here's a levelling efficiency tip:
Don't cast Fireblast unless you absolutely have to. It rapes your mana pool.
