It's a common rule. I support shamans not main-spec rolling on leather or cloth (and I am a shaman). Think of it as if you wore cloth. You have zero choice, you wear cloth only. Your cloth spirit gear goes equally well with druids, and the non-spirit gear goes equally well with elemental or resto shamans, and even holy paladins. If a INT, Crit, Spellpower item with no spirit or hit rating on it drops, that's potentially usable by all 3 priest builds (less so with holy), mages, warlocks, holy paladins, elemental shamans, sorta resto shamans, moonkin, and kinda-sorta resto druids, though not optimal.
If a spellpower plate piece drops... guess who gets it? 1 build of 1 class.
This is where having a guild full of adults works out. There is a piece of leather that is BiS. Make a note to your GM/Master Looter prior to the run. Talk to rogues/druids about it. Discuss it. This is a particular piece you want. Adults would say "sure, roll on it."
The offspec rule for leather is something that guilds do to make it fair for any slots that are pugged, or for a group that's not tightly knit.
The best guilds will use this offspec rule, but ultimately the real rule in good guilds is "don't be a butthole about loot."

Then again for Enhance the armor rating is not completely unimportant. I wouldn't want to melee bosses in cloth armor.

What guild, or PUG, considers leather for Enhance an
offspec
roll? Saying it is is quite ludicrous, since needing on lower armour gear is totally unrelated to rolling for a second spec.
Priority should be given to leatherwearers - of course, but allowing Druids to roll offspec on leather against an Enhancement Shaman's main spec is a horrendous ruling.

My take on loot is - if enhance shammy has nearly 100% attendace, does great dps, is a smart player and piece of gear is BiS for him - he should be able to get it just like rogues and others. But if piece of gear isn't BiS for shaman (or shamans have mail that is like 0.5 dps lower than this leather) and it is for another class - I think it would be wiser to gear leather wearers first.
And do you personally keep track of every class's BiS, through all the patches and hotfixes? And I don't understand giving priority to someone doing "great dps". What if you have a Rogue doing 1k DPS less than the Shaman, is far less geared, the item is not best in slot, but who's attendance is just as outstanding as the Shaman's? Do you still give it to the Shaman?
Sounds like a fail generalisation to me. Your highest level armor type ('level' meaning cloth, leather, mail, plate) should determine the order of preference first. Leather drops, first priority goes to rogues and druids that suit the item, then it goes to mail and plate wearers that suit, then off specs. It is the only fair way to share loot.
