the basic macro for this is:
/cast devour magic
but if you want something a bit more useful:
#showtooltip Devour Magic
/stopmacro
/use
if you're not using a felhunter the macro will stop.
if you have a debuff on yourself, it will eat it.
if your pet has a debuff it will eat it.
lastly, if neither of the above is true, it will try to eat a buff from your target.

no, sorry. that would be kinda game changing since nobody would worry that you've just put up unstable affliction - that's supposed to be your dispel protection. you don't want people to be able to dispel your corruption and curse and avoid your UA.
basically the game allows a specific set of conditionals (the items in the square brackets) which are specifically added and monitored by blizz. what you're asking for is 'if' statements which is a big step further.

easily my favourite macro,
#showtooltip Devour Magic
/cast Devour Magic; Devour Magic
click it and it dispels you, shift click and it dispels your 2v2 partner. You can also add more modifiers to dispel a third/fouth/fifth person if needed!

The useful macro that askawa posted made me think of something.
I notice that when I have a dispellable debuff on me, that even though devour magic is on autocast, it doesn't eat it. Is that normal? I'm not a very experienced PvPer on my lock, so feel free to educate me.

Yes, your Felhunter will only autocast it's abilities on mobs that it is targetting.
It never targets you, so it will never remove debuffs unless you tell it to.
I think the only 'lock minion ability that doesn't follow this rule is the Imp's fire shield.
