The threat from DW tanking might be improved come 3.2, but you are still going to be wasting a tremendous amount of gems/enchants/gear selection trying to make sure you have the hit needed in order to maintain good threat production.
I hate when I see "it would be nice to use actual tanking weps"... Rune of the Stoneskin Gargoyle turns a two-handed weapon into a tanking weapon better than any one-handed weapon in the game. No one-hander, or combination of one-handers, can give you 25 total defense skill. That's just under 125 total defense rating on one item.
So, lets say that you go and DW instead. Instead of being able to go for a little bit of expertise to reach soft cap, a little bit of hit to reach cap, and then full on stamina you would have to go for a little bit of expertise, a lot of hit to reach a respectable amount to not constantly miss, and then a lot of defense rating in order to reach the uncrittable cap again, and then you can work on stamina again.
DW Tanking is purely for the aesthetics. Using a 2hander is much more economical when it comes to stat caps and threat production. If you want to be taken seriously in a raiding group and not gimp them as your threat production will be a bit lower until you reach some of the needed stat values and then start repairing your stamina then I would suggest sticking with a 2hander until you get to maybe 3.3 when some of the one-handed tanking weapons might have somewhat close to enough defense rating to be able to come close to what Stoneskin Gargoyle can provide.

I did a quick search to see all of the +defense weapons in the game and sorted based on item level. The defense rating on those weapons actually drops from 3.0 to 3.1 because armor provides more +defense rating. Therefore you'd be getting less defense from your "tanking" weapons. Not to mention all the ulduar tanking weapons are fast (1.6 weapon speed). You are supposed to run with a slow main-hand and a fast off-hand when dual wielding if I remember correctly.
