Spec looks good. Hit is good. I'm guessing the expertise is good (once you add in the 2% from the talent).
Your gems could use a little reworking. I know you need 2 blue gems in order to activate your Meta, so you should find some blue sockets to put Strength/Stam gems in and activate some socket bonuses. For example, if you put Str/Stam into your chest and boots to activate the hit socket bonuses, you could probably get rid of the +hit glove enchant and use Greater Assault or Crusher.
Also, I see a lot of +AP gems. You should always go for +Strength gems instead, since they scale with buffs and the AP ones don't. You shouldn't really gem for crit either. In general just go for straight Strength gems, except for Strength/Stamina in a couple blue sockets (that have good bonuses) in order to activate the Meta.
Those are just small tweaks though. Once you get your Hit and Expertise where they need to be, gear upgrades are just small incremental changes. You need to work on your rotation I guess. Tell us what you are doing;
You should be doing things in this relative order:
Put up Rend if Rend is not up.
Use Execute if Sudden Death has procced.
Use Overpower if Taste for Blood has procced.
Use Mortal Strike if it is not on Cooldown.
Use Slam if none of the above choices are available.

Also replace Glyph of Bladestorm with Glyph of Execution. Some of Arms biggest damage come from Execute and Sudden Death procs. Once you're expertise capped, move the points from Weapon Mastery to Imp Execute.
What's your rotation btw?

- Your hit cap is 8%, take the enchant from your gloves and grab something more useful like crit or agility.
I mentioned above about the enchant. To get 8% you need 263 hit rating, so like I said you should pick up one of those hit socket bonuses with a Purple gem and ditch the +hit enchant.
But "something more useful like crit or agility"? Not up on glove enchants? Crusher (+44 AP) would be the best enchant for gloves.
- How in the world did you run uldaur 10 and get ironsoul with your gear? Im thinking guild raid since no group would ever take someone who is still using blue and green items and gemmed improperly.
Ironsoul is off of Flame Leviathan in 10 man. Every Sunday and Monday on my server there are people in Trade running 10 or 25 man FL-Only groups for alts or non-raiders. If you check his achievements, you'll see Flame Leviathan is the only thing he's downed in 10 man (nothing down in 25 man).
- You went from level 1-80, you shouldve known for a long time how to spec your character correctly (unless you purchased this account from someone etc.ebay) which IMO is super noob.
Not sure why you even posted this comment. First, he didn't ask anything about spec. Secondly, his spec is perfect (only thing to change is switch out weapon mastery when his expertise gets up from gear alone). Third, even if he did ask about spec, and even if his spec was screwed up, why would you even mention ebay or account buying? I leveled 1-80 as Prot, and ran solely as Prot for over a year before I was recently asked to dual-spec into Arms. I had to do a lot of research very quickly in order to get my gear, spec, and rotation into shape for raiding. Doesn't mean I bought my character.
- Your strength is low and same with crit, but don't gem for crit.
- You need to run naxx 25 a few times for gear. That T7 from naxx 10 won't get you far in ulduar.
His strength and crit aren't low for where he's at. And he never mentioned Ulduar. He's in crafted, heroic, and 10 man gear; his stats are where his stats should be for his gear level (with a few gem changes of course).
He's good where he's at, and he'll see some gradual improvement as he gets more gear. As for his current 1.7k DPS problems, it must be rotation related because it doesn't appear to be gear related. A couple gemming and enchanting mistakes doesn't make that huge of an impact; they aren't good, but they aren't OMG Horrible DPS Killer either.

Arms, so not something I'm practised at. Others before me seem to have it though.
Only thing I'll add is to remember your dps on a dummy will
always
be lower than in an actual group situation. You only bring one buff (BS) and a few procs, so you're missing out on everyone else's buffs. They do add up :)
