I'd keep the shoudlers if only for the experience gain. That 10% comes in really handy. The experience adds up, and the experience rises significantly in the expansion areas.
The sword may be replaced at some point, but hold on to it when you out level a blue you may receive.
To find the items you want, you could do a search in the database for items dropped in dungeons or from quests.

Thing is, I'd prefer to get rid of them ASAP, and once you get into the expansion areas, the itemization gets much better. At the current rate I'm leveling at, I expect to get out of the original content in a short time, and, let's be honest, the heirloom items are nowhere near optimal for tanking.
I think you said it yourself again. Once the itemisation gets better, then swap over. Until then, they're still probably the best you can get, outshone only by random purples you pick up on the way. And even the purples will be out-lived once you hit Outland. Just level up quickly, and it won't make a difference.

To be honest, right up until level 80 I'd take shoulders with literally nothing on them - including armor - except for that 10% experience gain over anything. You can still prot level without absolutely fantastic, perfectly itemized shoulders. Plate with resilience and stamina is good enough for leveling, let alone that awesome experience bonus. I'm not as sure about the sword, but I'd assume in outlands there wouldn't be a blue tanking sword outside of instances. In Northrend I think there's a group quest in Zul'drak which gives you two blue tanking weapons to choose from. I don't know how good those would be compared to the BoA sword though, given the fact that it scales with your level.
